Senior Officer (Parking) – Bucks

Reporting to the Parking Manager. Working within Transport for Buckinghamshire (TfB), the post holder will be an experienced Senior Parking professional who will provide operational, technical and project management support to the Parking Manager.

Responsibilities:
To assist in the management of the parking service in order to ensure that the business and customers’ needs are delivered in accordance with relevant policies and objectives.
To be key source of strategic and technical advice to the Schemes Delivery team from initial scoping, through scheme design to delivery of appropriate Traffic Regulation Orders and appropriate on-street infrastructure.
To act as lead officer in the delivery of the Parking Team’s capital programme.
To manage the annual programme of maintenance of parking restriction lining and signs, including supervising under CDM regulations.
To contribute to Transport and Parking Policy development and initiatives.
To deputise for the Parking Manager in managing the parking enforcement contract and supervision of the in-house team of reps and appeals officers.
To be aware of, and help implement, quality and performance standards.
To be aware of and support TfB values and strategic objectives.
To actively participate in performance appraisal schemes.
To actively engage with, and promote, Health, Safety, Environment and Quality activities in line with corporate objectives.

To undertake any other duties commensurate with the grade and level of responsibility of the post as delegated by the post holders line manager.

Knowledge, skills and experience:

Essential:
High level of knowledge in Parking Legislation and Traffic Regulation Orders.
Experience in managing within a customer service industry including experience in dealing with difficult complaints.
Evidence of successful partnership working.
Competent in budget management.
Well-developed project management skills and experience.
Excellent communication skills including speaking at public meetings.
Experience of parking software programmes.

Desirable:
Experience in the role of managing a parking operation, including enforcement, notice processing and debt recovery.
Proven people management skills and experience.
Experience of working in a politically led environment.
Experience of CDM regulations and supervising Highways Works.
