Job Title: Operations Manager
Location: Dunstable
Contract: Central Bedfordshire
Reporting to: Contract Director

The role comes with a company car or car allowance of £5,500 per annum, Single Healthcare and 10% bonus.

Key Purpose: To manage the maintenance and operations services across the Central Bedfordshire contract in a manner that delivers the end to end activities of asset information, inspections, maintenance, and day to day operations, efficiently and achieves customer and contractual requirements.

Role Specification
Specific Accountabilities:

• Manage operational health, safety and environmental matters and promote improvements
• Delivery of end to end process of asset information, inspection, maintenance and operations
• Responsible for the profit & loss of all maintenance and operations activities on contract
• Performance accountabilities of all maintenance and operations service delivery
• Performance management and development of maintenance and operations staff.
• Represent at client meetings
• Delivery of business plan objectives and support of Contract Directors objectives
• To ensure compliance with systems, policies and processes
• Prioritise resources and equipment to ensure delivery of contractual compliance requirements, including health and safety and environmental requirements
• Support of internal client requirements and objectives (schemes, other contract works)
• Proactive management of the network to achieve customer objectives
• Introducing efficiencies and economic ways of working by challenging and driving continuous improvement
• Promoting and supporting business development opportunities for the company

Person Specification

Core Competencies:

• A comprehensive understanding of highway works and maintenance and knowledge of the Design Manual for Roads and Bridges
• An understanding of the contract and its application
• Ability to effectively manage, motivate and develop people (staff and operatives)
• An understanding of the principles of safety management
• An understanding of all commercial and financial requirements
• Ability to engage and conduct effective negotiations with client, stakeholders, subcontractors and third parties
• Good written and verbal communication skills
• A good understanding of ICT systems and their application within the Highways sector
• An ability to drive continual improvement and manage change
• An understanding of risk management principles
• An ability to effectively manage conflicting and changing priorities
• Ability to build and maintain effective working relationships with key people both internally and externally


• Managing Safety – behaviour, culture and process
• Experience of managing operational teams and planning activities.
• Experience of budgetary governance, management and control measures
• Experience of management of staff including performance management

Qualifications & Skills:

• HND educated, or equivalent experience
• GCSE or equivalent in English and Maths
• Proven excellent written communication skills
• Required to be mobile throughout Central Bedfordshire and therefore a valid driving licence and use of vehicle if not provided
