PURPOSE OF ROLE:To undertake the repairs and servicing of all mechanical or hand operated plant and when required all fleet and customer vehicles operated by the London Borough of Hounslow.

To ensure that all plant, vehicles and equipment meets Health & Safety legislation and complies with all DVSA current legislation.

KEY ACCOUNTABILITIES Vehicle / Plant Technician


1.To work effectively as part of the Council’s Vehicle Fleet Management team, delivering corporate objectives through the work of the department.

2.Providing daily support to the Workshop Supervisors, ensuring that all repairs, maintenance and servicing of all sweepers, highways equipment etc. to comply to current DVSA, Manufacturers and HSE standards and assist with various vehicle repairs and servicing as and when required.

3.To carry out safety inspections to both Scarab and Johnson Sweepers and other vehicles in line with DVSA MOT standards, inspect plant and equipment for operation and safety and report orally and/or in writing upon the completion of Safety Inspection Sheets, the condition, operational fitness and roadworthiness of plant, other vehicles and equipment to the Workshop Supervisors.

4. To fully complete and submit daily timesheets to the Workshop Supervisor in a clear, legible and accurate manner and ensure statuary records, job cards, and any other documentation are accurately completed for all inspections, servicing and vehicle maintenance operations.

Functional Vehicle / Plant Technician

1.To assist the Store Person when necessary, with identification of parts, using relevant parts catalogues etc. Ensure that when a part is purchased under a service exchange system, the old unit is returned to the stores for credit. Must liaise in a polite and courteous manner to internal, external customers and suppliers.

2.Diagnose and rectify faults on a wide range of plant and vehicles, including hydraulics and electrics. To service, adjust, overhaul or replace parts and equipment on plant and vehicles, making use of the necessary tools and equipment in a safe and proper manner. Carry out minor welding repairs using the appropriate system, e.g. Oxy Acetylene, Mig, Elect. Arc, etc.

3.Vehicle delivery / collection from / to external organisations and moving vehicles within the depot. To drive the forklift truck, as and when required.

Must be prepared to attend vehicle / plant breakdowns at the roadside, inspect vehicles or plant on site as directed by the Workshop Supervisor.

4.To participate in out of hours work in support of winter gritting activities, will be expected to take a flexible approach to attendance hours so that appropriate cover for the service can be maintained.

5.In order to deliver services effectively, a degree of flexibility is needed and the post-holder may be required to perform work not specifically referred to above. Such duties, however, will fall within the scope of the post, at the appropriate grade.


1.To carry out safety inspections to all type of vehicle and plant in line with VOSA MOT standards.

2.Achieve at least 98% MOT pass rate for DVSA MOT’s

KNOWLEDGE AND EXPERIENCE: Vehicle / Plant Technician

A high level of knowledge of mechanical, electrical and plant including diagnostics and repair skills gained within the plant, commercial vehicle and light goods repair industry

Thorough knowledge in the operation of welding equipment, in safe and proper manner

Knowledge of Health & Safety and COSHH legislation

Have a good knowledge of Road Transport legislation and MOT testing procedures

Of all classes of vehicles. Have basic computer and keyboard skills.

Have proven experience of working in a vehicle maintenance and repair workshop, in a commercial environment.

SKILLS & ABILITIES: Vehicle / Plant Technician

Ability to work unsupervised and uses own initiative and prioritise own work.

High-level communication skills in order to communicate effectively at all times in a sensitive and courteous manner.

Ability to work to manufacturers and to I.C.M.E. service and repair times and quality standards

To read and understand engineering drawings and manufacturer’s specifications.

City & Guilds parts 1, 2, 3 and 4 in Motor Vehicle craft Studies.

DVSA Nominated MOT tester Class’s 4, 5, and 7.- ability to obtain within 12 months.

LGV C(min) or the ability to obtain within 12 months

Hold B and C1 (min) Driving Licence Obtain IRTEC qualification
