We are working with this friendly and well regarded Local Authority within their property services department who are looking for a Compliance Manager to work within the team to ensure that projects and carried out in a compliant and technical accurate manner

Outline:

You will report into the Head of Property services and with direct reports you will ensure the Housing Service's compliance with all Health and Safety legislation including Asbestos Management, Gas Safety, Water Hygiene, Electrical Testing and Fire Safety to ensure the housing stock and related assets are kept in good repair, and meet the required Health and Safety (H&S) standards.

To ensure that all Mechanical and Electrical plant and equipment which is the responsibility of Housing Services is maintained to the required standards.
To manage all contracts across the Compliance service with contracts in excess of £1m per annum, ensuring the timely response of contractors, and the completion of high quality, cost effective works.

To manage the staff and functions of the Compliance Team, providing management and information support to ensure the timely, efficient and effective delivery of the Compliance service.

To deputise for the Property Services Manager as required.


2.MAIN DUTIES AND ACCOUNTABILITIES

Operational

*Manage the delivery of Health and Safety works including Asbestos Management, Gas Safety, Water Hygiene, Electrical Testing and Fire Safety works, and the maintenance of Mechanical and Electrical plant and equipment to the Council's housing stock
*Lead on the annual review of the Council's Asbestos Management Plan
*Oversee the establishment, distribution and administration of the emergency procedures for managing Asbestos
*Ensure that Gas Servicing compliance is maintained at 100% in line with regulation and Council policy
*Ensure that regular independent Gas Servicing audits are conducted on a minimum of 5% of completed services to verify the quality and compliance of Landlords Gas Safety Records (LGSR)
*Undertake research in the procurement of contracts, oversee the tendering process, provide advice on the selection of tenderers, and produce tender reports
*Oversee and undertake Compliance duties and prepare estimates for works and submissions of budget proposals for upcoming projects
*Prepare Compliance specifications and briefs and manage the work of external consultants where required
*Provide all necessary information on qualifying contracts to enable the completion of the consultation process with leaseholders under Section 20 of the Housing Act
*Undertake the Section 20 consultation process on all qualifying contracts
*Chair pre-contract Compliance and other meetings and make regular visits to site during project delivery, and on completion to ensure that works are to a high standard and represent good value
*Investigate Compliance defects and carry out complex studies and investigations including diagnosis, reporting and liaison with Loss Adjustors, specialist suppliers and contractors
*Prepare the requests for all statutory approvals and ensure that these are obtained
*Produce regular management reports to understand the impact and cost of disruption in the service, and come up with ways to improve delivery and achieve value for money
*Oversee the maintenance of accurate Compliance and other records and the updating of IT systems from the activities of the Compliance service and other Housing Services colleagues
*Manage the provision of data on Compliance works completions to the Asset Management Team for validation and logging in the asset management database in a timely fashion, and in the required format
*Provide out of hours cover on a rata basis alongside the other Managers in Property Services


Contract Management

*Ensure compliance with the Council's Contract Procedure Rules
*Manage all key contracts across the Compliance service, with contracts in excess of £1m per annum
*Implement, manage and monitor contract terms and conditions for the Compliance service and be the Council's lead on improvement activity
*Ensure contractor compliance with Health and Safety legislation so that the Council's position and reputation are protected
*Ensure changes in legislation are incorporated into contracts and that the policies and procedures for your service area are updated
*Oversee the completion of contract management duties including chairing contract meetings, issuing extensions of time, variation orders, interim certificates, practical completion certificates and final accounts, and negotiating with contractors over claims
*Ensure that all financial and audit requirements are adhered to prior to negotiation, approval and the subsequent issue of the final certificate and final account

Decisions will include, but are not limited to:
*Resolving Stage 1 complaints and agreeing compensation amounts
*Ensuring 100% compliance on gas servicing
*Lead the review of the Asbestos Management Plan and oversee the emergency procedures for managing Asbestos
*Chairing and leading contract meetings, ensuring agreed outcomes are achieved
*Dealing with underperforming contracts including health and safety breaches
*Resolving contractual disputes and gathering evidence in cases for escalation
*Approving payments up to the value of the delegated authority for the postholder
*Approving actions outside of the Council's policies for the service area
*Supporting and supervising staff including taking capability and disciplinary action
*Owning and maintaining the policies relevant to the Compliance Service
