My client, a public sector organisation in Bedford, is looking for a Payroll Officer for an immediate start on a long-term temporary booking of at least 10 months.

The team needs additional support on an on-going basis while they transition to a new system. There is also possibility of this role extending.

You will need to provide a comprehensive payroll service for all active personnel of approximately 2,050. Plus provide a pensions payroll service to approximately 3,000 retired staff.

To be considered for the role you must be able to demonstarte the followng attributes:

• Demonstrate experience of DWP and HMRC legislation.
• Demonstrate experience in interpreting/ advising on complex pay regulations for Police or Public sector payroll.
• 3 years payroll experience.
• Proven current technical payroll, pensions and tax knowledge.
• Proven experience of using computerised payroll systems and spread sheets.
• Fast and accurate keyboard skills.
• Well-developed interpersonal and communication skills including the ability to negotiate.
• Ability to meet deadlines and achieve objectives under pressure
• A flexible approach to working.

Key Duties will include:
Advising on payroll procedures, identifying the most effective and efficient payroll method
Validating & processing all payroll data via on-line input in compliance with legislation including raising manual payments, calculating overpayments and negotiating repayment terms.
Reconciliation of all payrolls to ensure that all payments are made accurately and on time
Establishing and maintaining pay records Interpreting and advising upon and correctly applying various PSSC Regulations with regard to pay/allowances/deductions.
Advising on Maternity and Sick Pay Provisions and maintaining appropriate records to ensure that all income due is recovered.
Checking information in relation to redundancy/compensation payments~
Providing reports and statistics on payroll information
Undertake calculations of average salaries as required by the Pension Administrator.
Responsibility to provide the Pension Administrator with end of the month data relating to starters, leavers, addresses, and changes to pension records.
Ensure correct & timely payment of monthly early retirement costs to the pension administrator.
Responsibility for ensuring Pension Commutation payments are paid in a timely manner.
Assist with End of Year return to the Pension Administrator.
Process refunds through the appropriate system as determined by the Pension Administrator.
