A long term opportunity has arisen within the Highway Maintenance Team at the City Council.

Overall Purpose of this Post:

To support the Highway Maintenance Group’s operational work activities;

• To plan and co-ordinate the training and experiential development of operational staff to meet both statutory and service needs.
• To develop and maintain Health, Safety & Welfare management systems, implementing measures to monitor and improve safety performance and reduce risk to staff and members of the public.

Major Objectives: These will include, as appropriate, those that reflect key corporate priorities, for example, Cultural Diversity, Social Justice, Environmental Quality and Economic Prosperity.

1. To ensure that as a valuable member of the team your contribution is efficient & effective in pursuit of the objectives of the Regeneration, Highways & Transportation Division’s Quality Policy & Strategic Service Plan (including Local Transport Plan & Transport Asset Management Plan).

2. To comply with Council and Departmental policies and procedures, professional practice, Statutory Requirements, Codes of Conduct and ethical standards.

3. To consider the needs of acknowledged disadvantaged groups (such as ethnic minorities, women and people with disabilities) throughout the stages of service delivery and to promote a working environment free of harassment and discrimination.

4. To assist in promoting the concept of sustainable development by ensuring the Council’s environmental policies are implemented and practised within the Department.

5. To promote a positive image of the Council and ensure customer satisfaction in service delivery.

6. To be pro-active in implementing LCC Equal Opportunities policies and practices, promoting a working environment free of harassment and discrimination.

7. To develop, co-ordinate and deliver a robust training and experiential development programme for operational staff and maintain and improve operational staff training record systems.

8. To monitor site safety and environmental performance, liaising with operational staff as necessary to plan and develop risk assessments and implement safe systems of work to improve the overall performance of the Group.

9. To maintain and improve the Group’s Health & Safety management systems, procedures and risk assessments.

Summary of job tasks: The tasks listed are, generally, only those taking at least 10% of the postholder's time.

1. Develops and maintains management systems and procedures in relation to Health and Safety for operational activities (eg Risk Assessments and Safe Systems of Working) carried out by the Highway Maintenance Group.

2. Liaises with operational staff over the planning of work activities to ensure compliance with Health, Safety & Environmental requirements.

3. Monitors Health, Safety & Environmental performance for the Group.

4. Produces risk assessments, safe systems of work, etc.

5. Develops and promotes strategies to improve safety, safety awareness and culture amongst the work force.

6. Undertakes the delivery of regular ‘tool box’ talks to operatives and staff on routine safety issues, safe working procedures and other work related matters.

7. Plans and co-ordinates delivery of operational staff training and development requirements.

8. Develops and maintains training record systems and procedures to facilitate development of operational staff.

9. Liaises with the corporate Health and Safety team.

10. Assists with the appraisal of operational staff re: experiential development skills and activities.
