Our client are looking for a Lead Proposals Engineer to lead, motivate and manage part of the proposal team to deliver winning proposals in focus discipline(s) to support business strategy. The will be responsible for supporting proposal department systems and structure to work efficiently and effectively.

Roles and Responsibilities:

Lead manage motivate team:

·Line management responsibilities (recruitment, retention and review) with support of Head of Proposals

·Lead bid/no bid reviews for proposals in scope

·Assign work within scope to team members,

·Monitor, and review work by team for

·timely progress,

·Following good estimating and proposal practice

·Suitable checks for accuracy and methodology

·Incorporation of agreed strategy and ideas to win

·Compliance to Bilfinger procedure and policies

·Mentor and support career growth of reportees, assist them in learning and improvement

(within scope proposals refers to those assigned to the relevant proposal team, based on discipline, size, complexity and other factors)

Support proposal department systems, structure and operation

·Actively participate in all aspects of proposal department as a part of the senior proposal team – providing support across the whole team and deputising for others where agreed

·Maintain high standards of consistent organisation and structure in work (in approach to proposals, estimate structure, filing and the like)

·Maintain a library of relevant estimating norms and information as part of the overall proposal systems

·Provide timely reports and information on a regular basis

·Support major tenders in bid/no bid discussions, strategy development, delivering relevant parts of estimates and tenders, reviews

Proposal & Estimating Activities

·Take full responsibility for assigned proposals, to lead and manage to deliver high quality proposals in a timely manner that reflect agreed strategies and are compliant with relevant procedures

·Expected to lead large single ‘own’ discipline proposals and medium complexity multi-discipline proposals.

·Responsible for all aspects including estimate/costing, price, technical and commercial submission documents, contractual reviews, approvals

·Actively seek relevant input from others required to develop proposal, recognising strengths and weaknesses of self and others

·Work with ‘operations’ to develop and agree execution concepts

·Obtain third party (subcontractor/vendor) input as appropriate

·Ensure all work is compliant with Bilfinger procedures

·Initiate checks and reviews to ensure quality of work

·Actively liaise with clients for information, clarifications, site visits, negotiations and feedback

·Proactively support proposals managed by others

·Provide estimation and execution inputs

·Support proposal strategy development.

·Carry out reviews and checks of proposal work by others

·Act as Bid Manager reporting to Head of Proposals for assigned proposals

Essential Experience:

  • 10+ years proposal and estimating experience (or similar)
  • 3+ years of white collar personnel management
  • Experience includes contracting in areas such as oil & gas, nuclear, utilities, power
  • Related degree
  • Knowledge of site shutdowns
  • Full UK driving licence
