We are working on behalf of a London Local Authority who are looking to recruit a Senior Maintenance Surveyor with Design and Project Management experience

Principal accountabilities:

  1. To ensure appropriate monitoring systems are in place for allocated projects and to prepare technical reports for Project Manager, Senior Management, Members, and other occasional meetings and forums.
  1. Evaluate and advise on effectiveness of contracts, make recommendations and facilitate decisions on types of contracts to be used , service provider products and consultants used and to make recommendations on changes or developments as required.
  1. Take key design and contractual decisions within a pre-determined scheme of delegation. Manage design and construction budgets by exercising effective cost control throughout all stages of design and delivery of individual projects within post holders remit. Liaises closely with QS to provide realistic estimates pre tender, pre pricing variation s post tender and approve interim payment and final account certificates .
  1. Manage, lead , coordinate and supervise the design team at all stages of the RIBA Plan of Work Stages (Stages A-L inclusive: i.e. from feasibility to final account) , and is fully responsible for the design and delivery of individual schemes or packages of work to cost ,time and quality requirements. Ensures appropriate surveys are undertaken, lead on claim avoidance, ensures contractor has necessary and timely instructions and information within their programming's critical path, Monitors progress and expenditure during works on site and Chairs and records both design and site progress meetings
  1. Prepare and present alternative designs and specifications, apply design standardisation, facilitate knowledge transfer and organisational learning.

6. Evaluate and check suitability of specialist design on specialist areas of work undertaken by external consultants, contractors and specialist suppliers to ensure compliance with council's design standards and requirements.

  1. To ensure validation of data from the stock condition database and liaises with PM and QS to enable updates of information on completion of the works.

8.To provide professional guidance, technical advice and support to Project Manager, Contract Managers and all members of the design and delivery teams as well as Housing Management and to contribute to the development and planning of short / long term programmes of construction related works to meet the Council's strategic needs

  1. Work closely with the Project Manager and the rest of project delivery team of allocated schemes to ensure successful management of customer expectations and a customer focused delivery.

10.Lead , manage and co-ordinate all multi disciplinary design team professionals such as QS, Structural, Engineering professionals and other specialist design consultants internal and external , including advising PM on appropriate specialist consultant appointments , professional fee invoices etc and appropriateness of using specialists products and specialists installers or suppliers

11.Lead on Planning Applications/Conservation issues, Building Control submissions, Boundary Wall/Party Wall issues, and provide technical support and advice in accordance with statutory requirements on all relevant technical issues to Project Managers or other Service managers as appropriate .

12.Ensure that scheme and work package design is in line with Government and Authority' investment targets, for instance, sustainability and carbon emission targets. Ensure compliance with Council processes and procedures (including standing orders, statutory and other regulatory requirements including CDM ) at all stages of the design /delivery process.

13.Line manage internal COWs and supervise main contractors and all other works on site. Co- ordinate all delivery team activities of allocated projects , providing technical advice , guidance and support as and when required .

14.Act as "Expert Witness" in providing testimony in format necessary at FFT hearings , Arbitration, and other Forums and Courts of Law on own or other Housing schemes within the investment programme.

15.Participate in design consultations and presentations and meetings with Resident, Tenant associations and other stake holders
