The successful candidates will have the relevant skills and experience specified below for this 6 month temporary contract based in London. The successful candidate will have a valid Enhanced SC Clearance or be willing to have one sponsored by the client. Clearance: This post will require you to hold National Security Vetting (NSV) at Developed Vetting (DV) The post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo Security Check (SC) or Developed Vetting (DV) before taking up the post. Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (SC) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post. Confidentiality Agreement Applicants should also be aware of the need to sign a confidentiality agreement on taking up the post.

Job Description: Assessing current strategies, cost data and commodity profiles and business needs, in order to convert gathered intelligence into a proposed strategy to leverage best possible value for assigned categories. Taking ownership of assigned categories, engaging the customer in order to provide the major influence on strategy direction and delivering category benefits. Leading change in introducing and embedding assigned categories within a challenging environment across. Applying skills and endeavour to challenge existing boundaries where needed and overcome challenges in implementation. Drives cost reduction, measures and reviews performance and implements continuous performance improvement, reporting of benefits realization of assigned categories with over-arching business requirements. To facilitate the delivery of contractual arrangements and supporting structures required to deliver results on assigned categories. Using knowledge gained and commercial awareness to embed a category management approach. To support the Group Manager in acting as a change agent for assigned categories including driving relationships, preparing papers and chairing meetings, designing and delivering training solutions and presentations to both internal and external stakeholders. Captures future demand information and continually reviews changes in the marketplace and industry to reflect these changes within an adapting category strategy.

Key Tasks & Deliverables: The role holder will be responsible for: • Delivery and management of national ICT requirements, supporting the development of a category strategies for all relevant expenditure both internally and externally ensuring category management processes are in place that enables the assessment of the market capabilities to meet the needs of users and the business. • Supporting and delivery the development of commercial strategies for all procurement activities through sourcing, contract execution and contract management stages. • Develop strong relationships internal and external relationships with all key stakeholders to ensure alignment and focus on business objectives, in particular within the ICT Pillar and other Business Groups and acquire a detailed knowledge of their categories in order to deliver value to CTP. • Interaction and influence with a number of external bodies, including Partners, other Forces, CT Units. Where appropriate, seek collaboration across with Partners, wider CT Network and, wider public sector. • Providing leadership within the category and ensuring CTP achieves maximum value for money whilst meeting the needs of the Business. • Working with Contract Management lead, ensuring control of CTP ICT spend and, specifically, critical contracts are continually analysed in order to develop and drive value adding initiatives. • Ensuring effective Contract Management of key ICT contracts and suppliers, ensuring supplier performance KPI’s are met working with Contract Management Lead. • Responsible for the delivery of all ICT spend through compliant contracts, ensuring legal compliant and risk mitigation of contracts. • Drive innovation in category portfolio demonstrating continuous improvement. • Working within a secure environment upon sensitive projects, ensuring awareness and compliance.

Knowledge • Expert ICT Category and market knowledge • Strong Procurement understanding and knowledge of standard sourcing methodologies • Comprehensive understanding of public sector procurement regulations, including the Defence and Security Public Contract Regulations. • Understanding of Contract Management (CM) and Supplier Relationship Management (SRM) processes • Understanding of procurement systems, including e-tendering suites and ERP systems. Experience • Experience of leading an ICT category. • A successful career in commercial/procurement with 5 + years experience where key achievements centred on cost savings and value for money efficiencies can be demonstrated. • Experience of delivering and implementing commercial and procurement strategies. • Experience of negotiating large scale and/or complex contracts within the ICT category. • Experience of dealing with complex demand challenges in a complex operational environment. • Experience working with and influencing senior stakeholders with or without authority. • Experience of managing in a diverse workforce including non-direct reports.
