This post will require you to hold National Security Vetting (NSV) at Developed Vetting (DV) The post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo Security Check (SC) or Developed Vetting (DV) before taking up the post. Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (SC) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post. Confidentiality Agreement Applicants should also be aware of the need to sign a confidentiality agreement on taking up the post.

Job Summary/Key Tasks:The NCTPHQ Implementation Business Analyst provides a critical role in supporting the development of detailed documentation of business requirements and ensuring that these are incorporated into project and programme business case development and documentation.The NCPTHQ Implementation Business Analyst will be directly accountable to the Programme Manager in charge of the PPM Delivery Services team.The National Counter Terrorism Policing Headquarters (NCTPHQ) is the corporate centre for CT Policing, and provides services to the entire UK CT Policing network nationally and internationally. You will be working within the NCTPHQ Change Pillar, which oversees a number of complex change activities across the CT Policing Network. The current operational environment for CT is dynamic, and CT Policing must continually respond and change to the threat. Change is therefore at the heart of CT.The Implementation Business Analyst will:·Conduct analysis of business requirements across the CT Policing Network to support programme and projects in developing business case documentation which effectively represent the business needs. For example, supporting the project in capturing as-is information in key areas and drafting key sections of the business cases based on the outputs of the analysis.This will be achieved by identifying and collecting relevant data, organising and analysing data, and compiling outputs (primarily into business cases). ·Work with the Strategic Design Authority to develop appropriate templates / processes for the recording of business requirements and associated organisational structures, policies, procedures and standards that will govern the way the business will operate upon project completion. ·Complete analysis in support of change implementation and evaluation. For example, assessing the level of maturity and detail of the business requirements captured as part of the project development and reviewing whether the business case’s developed are meeting / addressing these business requirements. ·Provide best practice advice and support to projects in business analysis methods and approaches. ·Provide quality assurance and feedback on business requirements design documents and business cases. SkillsCommunication and relationship skills:·Ability to interact, negotiate and build strong working relationships with senior managers to inform and influence decision making to achieve PPM assurance activity ·Ability to provide evidence based assessments and recommendations for improvement from the assurance of programmes and projects ·Strong communication skills, both verbal and written, and stakeholder engagement skills including experience in developing concise and accurate briefings for senior managementAnalytical and judgment skills:Analyse information to provide an understanding of the key requirements of the business. Apply learning from analysis to project delivery to meet business requirements. Ability to produce concise and accurate written and graphical reportsStrong IT skills in the use of Microsoft ProductsPlanning and organisational skills:Highly organised and able to meet demanding deadlines in a pressured environment.Self-starter, confident and capable of working both independently and collaboratively to tight deadlines with plenty of initiative.Experience & KnowledgeThe Implementation Business Analyst will have:·Experience in undertaking business analyst activity using formal methodologies and approaches, including collecting and analysing complex data in order to provide concise and meaningful recommendations.·Experience in supporting the development of business requirements. ·Experience in reviewing and enhancing business cases and detailed design documents throughout the project lifecycle.·Experience of working with various stakeholders within a large organisation including managing expectations and dealing with conflicting requirements and priorities. Desirable Experience & Knowledge ·Experience of working in a policing and/or security environment. ·Experience of building confidence with stakeholders and relationships at all levels.
·Understanding of the CT Policing Network; including London (MPS), National (UK Force wide) and international responsibilities; relationships with Government, security and intelligence agencies; and governance arrangements.
·Experience of working in a challenging, change-driven environment.
QualificationsDesirable:·Professional Project Management qualification by examination (e.g. Prince 2)
