We are now seeking to recruit a talented and motivated individual to join us as an Education Welfare Team Leader. This is an excellent opportunity for the right candidate and will enable you to contribute to the improved outcomes for children and young people.

Key Technical Skills & Capabilities:

• Proven ability to develop, manage and deploy a team to meet key deliverables
• Expert knowledge and understanding of current legislation in relation to School Attendance, Children Missing Education (CME) and Child Employment
• Working knowledge and understanding of policy, practices, guidance and protocols in relation to school attendance and CME
• Substantial experience of working within schools, colleges, settings in relation to vulnerable learners
• Experience of working positively with schools including at Senior Management level
• Experience of working to support access to appropriate provision for vulnerable learners
• Experience of working in a Multi-agency manner
• Ability to work flexibly in different settings, with changing deadlines, priorities and client groups
• Ability to manage conflict
• Experience of data collection and analysis
• Ability to proof read and scrutinise information to ensure high levels of accuracy
• Ability to draft, edit and prepare materials for publication
• Knowledge and experience of preparing and delivering consultation exercises and documentation
• Excellent presentation skills with the ability to deliver training both internally and externally
• Good working knowledge of MS Office and using databases
• In-depth awareness and understanding of the safeguarding guidelines and responsibilities and practical implementation with regards to work processes and activities

Key Tasks and Activities:

• To develop, manage and deploy a team to meet key deliverables Provide supervision
• To provide expert policy advice relating to legislation, regulations and guidance on all matters relating to school attendance, CME and Child Employment
• To develop and maintain effective partnerships with schools, settings, WCC colleagues and other agencies involved in supporting families to sustain school attendance
• Oversee production and updating of written guidance and procedures relating to statutory processes and ensure schools, LA officers and relevant agencies are aware of the implications of change for policies and practice
• School attendance data is maintained, analysed and used to inform commission of provision and service development
• Ensure clear, coherent and sensitive communication with schools, parents and others on matters relating to the responsibilities of the post
• To provide professional advice and guidance for colleagues to ensure appropriate decisions can be taken to protect a child/young person from serious harm, meet their educational, emotional or developmental needs, or ensure the needs are met for a child/young person who has become looked after by the local authority are met
• Maintain effective membership of relevant local, county and national development groups
• Co-ordinate effective enforcement action regarding school attendance
• Provide direct support and advice to Education Welfare Officers and the GRT Lead, to ensure that all work satisfies the requirements of legislation, national and local policies and guidance
• To prioritise and allocate cases to team members ensuring case load capacities are maintained effectively
• Where risk of significant harm is identified, provide professional advice and support as appropriate to ensure swift action is taken to offer protection to the child/young person, ensuring that safeguarding is central to all interventions

Qualifications:
• A degree or equivalent level of education
• Evidence of continuing professional development
• A professional qualification in a relevant field (e.g. management, education, social care, law)
