I am recruiting an Interim Assistant Director of Finance for a North West Council. The job will be to support the Director of Finance in managing the wider finance team, ensuring all financial information and reporting is presented in a usable format for high level review and to lead on the Medium Term Financial Strategy (MTFS).

The job will be the main finance lead on new initiatives and projects both internally and externally to support the Director of Finance. You will be key to ensuring the Finance team act as an effective finance business partnering function ensuring financial control and safeguarding of public funds to demonstrate Value for Money (VfM).

The jobs main scope:
  • To be an innovative lead to develop a MTFS that sets out how the Council will achieve financial sustainability through self-sufficiency for the future. Linking this to the Councils wider plan and other relevant strategies e.g. commercial, investment etc.
  • Lead the annual budget setting process to ensure a balanced budget is enabled and monitor the performance ensuring any mitigating action is taken where necessary. Maintain a corporate devolved financial management model so that budget holders are enabled to be financially astute and supported to be accountable for their individual budgets, through the use of effective business partnering.
  • As Finance lead on the Council’s strategic projects, you will ensure all financial implications are modelled to ensure informed decisions can be made, and that the benefits realisation of projects are measured, with any changes fed into the MTFP.
  • Prepare the annual Statement of Accounts for the Council and liaise with External Audit. Manage the technical finance function for the Council to ensure its statutory financial duties are met in a robust and timely manner. This includes the provision of a Treasury Management Function, VAT and Tax functions, Financial Control functions and the completion of statutory returns.
  • Lead the team to ensure they are adequately upskilled to carry out their roles effectively. Ensure they are aware of their role in delivering the outcomes and operate an agile and flexible working environment thereby enabling Finance to be a true support and partnering service to the Council and the wider community.
You will ideally be a qualified accountant with substantial experience at this level of leading a team in large public sector or equivalent not for profit organisation. You will have experience of enabling change and working within a transformation environment, whilst having the manner to keep a steady ship, and ensure the wider finance community embrace change.

This is an initial 6 month assignment to support the Director of Finance as they work alongside the Councils operational transformation plan. The role is to start as soon as possible, so short notice or immediate availability would be preferred.
