Background HM Revenue & Customs (HMRC) along with Revenue & CustomsDigital Technology Services (RCDTS) are embarking on an ambitious andchallenging digital transformation programme which will result in HMRCbecoming one of the most digitally advanced tax authorities in the world. RCDTS Revenue & Customs Digital Technology Services (RCDTS) was set up in2015 as a subsidiary of HMRCs Chief Digital & Information OfficerGroup and has one of the largest customer bases in the world. This role sits in our Messaging Delivery Group (MDG), which manages thebuild and run of HMRC's core Integration / Middleware services from itscentres in Southend and Telford: Dealing with over a billion internal and external transactions everyyear; and Connecting hundreds of HMRC services, developed in a wide variety of technologies The Role We are looking for a Head of Architecture to own the Messaging Groupstechnology roadmap working closely with the Chief Technology OfficePlatform Architects to ensure alignment with wider Platform ArchitectureBlueprints, architecture specifications and HMRC standards. This is a crucial time for the MDG as we help to deliver key HMRCTransformation Programmes including the Customs Declaration Service,Border Services Programme and Making Tax Digital Programmes. Alongsidethis we are transforming our existing platforms with new technologiesand building a strong in-house capability. This is a demanding role and, as part of the Messaging DG SeniorLeadership Team (SLT), the successful candidate will engage at astrategic level and be involved in setting organisational objectives,influencing policy, and leading on transformation, technical andbusiness change. Ideal Candidate The ideal candidate will have a wealth of experience in developinglarge scale Solution Architectures and Solution Designs in the areas ofreusable enterprise Integration / Middleware. You will be a leader withknowledge and practical experience of developing and implementing anefficient and robust architectural governance framework. Please be awarethat there will be regular travel between Telford and Southend. Requirements (Essential and Desirable) The successful candidate will need to demonstrate practical experiencein the following key areas: Leading and developing a successful team and managing internal talent; Experience of developing large scale Solution Architectures andSolution Designs in the areas of reusable enterprise Integration / Middleware; Developing and successfully implementing an efficient and robustarchitectural governance framework; Driving and delivering technological change against a background oforganisational transformation; Previously provided subject matter expertise on one or more of thefollowing; SOA design patterns, Integration Middleware, Messaging andAPI design and management; Maintaining up-to-date knowledge of emerging technology trends anddevelopments identifying and investigating technologies, products,methods and techniques to assess their potential benefit toorganisational IT strategy; and Developing technical capability within an organisation, includingempowering, supporting, developing and mentoring staff to achieve thehighest performance standards. Ideally, the successful candidate will also demonstrate experience inthe following areas: Working in an Agile environment, with Agile methodologies such asTDD, Scrum, Kanban, etc.; Environment virtualisation, deployment and testing automation; Micro Service Architectures design / development; and Release and configuration management.
