Role Description

Sellafield Ltd is the company responsible for safely delivering decommissioning, reprocessing and nuclear waste management activities on behalf of the Nuclear Decommissioning Authority.

We have a number of opportunities for safety specialists in the following specialisms: Conventional safety, Chemical Safety, Radiological Protection and Construction.

Applicants should have substantial EH&S experience on a large industrial site with experience of a range of hazard types.

The role of the Safety specialist is to provide authoritative professional Environment, Health & Safety (EH&S) advice and support to a Programme/Project/Operating Unit which meets customer and stakeholder requirements to support effective delivery, whilst meeting Sellafield Ltd, legislative and regulatory requirements.

The Safety Specialist is integral part of the Corporate/ Programme/Project/Operating Unit and will participate in any appropriate EH&S forum, interfacing with stakeholders, customers and regulators as required.

Role holders are deployed around all areas of the site and play a vital role in advising management teams and colleagues on how to operate in line with regulatory and Sellafield Ltd requirements. The advice provided must balance regulatory requirements with operational demands which sometimes are in conflict with one another, which means determining EH&S solutions may require analysis of a range of options and prior scenarios to determine the best course of action. In complex situations where there is no clear precedent for action role holders will contribute to the solution, with EH&S Managers providing oversight.

The Safety Specialist may be required to contribute to the site emergency arrangements as a member of the site emergency duty team – e.g. Duty Health Physicist (RPA), Conventional EH&S Adviser, Environmental Assessor, Environmental Co-ordinator.

Objective

The main duties of a Safety Specialist are to:
Assess EH&S risks and provide authoritative professional advice to Duty Holders in accordance with legislation and site policy & procedures. Where necessary document and produce technical reports in support of that advice.
Identify and respond to EH&S issues and concerns, providing advice on appropriate measures and controls to protect the environment and ensure safe delivery of the Programme/Project/OU Lifetime plan. This includes challenging established practices and procedures to enable efficiency improvements.
Maintain a detailed knowledge and understanding of applicable EH&S legislation, underlying principles, and industry standards in order to provide EH&S advice to the Programme/Project/OU for novel or new situations outside the documented SL management system.
Provide support to the EH&S Manager and Duty Holders’ interactions with internal and external regulators and with external organisations such as WANO, RoSPA, LRQA, etc. This will involve leading on responses to questions and challenges specific to their area of work and expertise.
Advise the EH&S Manager on the adequacy of the local EH&S assurance programme and review the output of assurance activities and performance reviews to identify root causes and corrective actions needed to improve EH&S performance.
Undertake inspections, observation and assurance activities to identify and highlight EH&S performance gaps,ensuring accurate and timely reporting of issues, including escalation of significant EH&S concerns to senior management.
Support the Duty Holder in the investigation of EH&S incidents and events, ensure corrective actions are taken, and learning opportunities identified and shared. Lead EH&S investigations with a more complex technical or organisational dimension.
Maintain a comprehensive knowledge of the particular EH&S hazards and associated controls within the Programme/Project/OU.
Identify, support and facilitate EH&S improvements programmes within a Programme/Project/OU and the development of a positive EH&S culture. Contribute to the development and delivery of site improvement programmes.
Support, coach, mentor and assess the competency of EH&S role holders (including EH&S Advisers) and those accountable for EH&S delivery to develop EH&S awareness and competence of the workforce.
Develop and deliver EH&S training at a Programme/Project/OU level and in support delivery of site training programmes.
Lead by example, setting EH&S standards, championing best practice and encouraging others to demonstrate appropriate EH&S behaviours and promote a positive EH&S culture in line with SL standards and expectations.
Required to hold formal SQEP roles and to be formally appointed through external qualification and/or the SL Management System process (e.g. Environment QE, RPA, cRWA).

Additionally, for Project EH&S Leads:
Develop and implement an appropriate project construction EH&S strategy to support project cost and schedule.
Assist construction contractors in understanding SL EH&S procedures and arrangements, and to implement those arrangements.
Assess construction contractors processes’ and systems for suitability and compliance with SL EH&S policies, procedures and standards.
Provide construction environmental support, and engage with the Environmental Management team for technical support (e.g. Environmental Safety Cases, etc).

Deliverables

We have the following roles available:

Conventional Safety Specialist

To provide expert level safety advice and leadership support to Sellafield ltd, enabling long term delivery of the mission whilst meeting legislative and regulatory requirements.

The role will focus on the development, implementation, and assurance of appropriate health and safety policies, procedures, and programme through proactive management of both internal and external stakeholders communication and engagement.

Essential Requirements:
The minimum qualification for the role is a degree in a Safety or STEM subject or equivalent and relevant or related experience.
Practical experience of advising or enforcing conventional safety legislation within large or high hazard organisations.
Chartered member of an appropriate professional body (e.g. IOSH).
Drive, enthusiasm and self-motivation in the delivery of improvements
Good communication and influencing skills with internal stakeholders
Customer focussed
Ability to manage external stakeholders and regulators (e.g. ONR & HID)
Ability to prioritise and plan work.

Desirable Requirements:
Experience of advising a range of design, construction, operation, and decommissioning hazards, although specialisms also considered.
Demonstrable record of influencing change and improving safety performance of an organisation.
Experience of Health and Safety Enforcement in a regulatory capacity.

Chemical Safety Specialist

Initially the role will be to support the COMAH Manager in transitioning the Sellafield Site from a Lower Tier to Upper Tier COMAH establishment, supporting the delivery of the COMAH Safety Report and leading implementation of arrangements to support compliance with COMAH requirements.

Once established, the role will focus on the development, implementation, and assurance of chemical safety policies, procedures, and programme though proactive management of both internal and external stakeholders.

Essential Requirements:
The minimum qualification for the role is a Chemistry/Chemical Engineering/Engineering/Safety Degree and relevant or related experience.
Practical experience and knowledge of chemical safety legislation (COMAH, DSEAR, REACH, CHIP/CLP).
Chartered member of an appropriate professional body.
Experience of managing and engaging with multi discipline technical teams
Strategic thinker

Ability to manage external stakeholders and regulators (e.g. ONR & HID)

Desirable Requirements:
Experience of working in chemical industries or COMAH Upper Tier operational plants with chemical hazards.
Experience of working with or managing requirement of COMAH Upper tier sites, including Safety Reports and other elements of Competent Authority Delivery Guides.
Experience of working in industries or operational plants that have DSEAR hazardous area classifications and related arrangements for risk assessment, equipment selection, and ignition source control.

Essential/Desirable Skills

Radiation Protection Advisor

To provide authoritative and professional Radiological Protection advice and leadership support to SL, whilst meeting SL and legislative requirements.The RPA may be integrated into a delivery area, identifying and responding to radiological issues and concerns, providing advice on appropriate measures and controls to protect the environment and ensure safe delivery of the Value Stream plan.The role may also focus on the development, implementation and assurance of Radiological Protection policies, procedures and programmes.

Essentials:
Evidence of undertaking RPA role within a large or high hazard organisation.
Valid RPA 2000 Certificate of Competence
Degree in a Safety or STEM subject or equivalent and relevant experience.
Chartered member of an appropriate professional body (e.g. CRadP).
Drive, enthusiasm and self-motivation in the delivery of improvements
Good communication and influencing skills with internal stakeholders
Ability to manage stakeholders and regulators (e.g. ONR)
Ability to prioritise, plan work.

Desirables:
Demonstrable record of influencing change and improving radiological safety performance of an organisation.

Safety Specialist – Construction Safety

To provide expert level construction safety advice and leadership support to Sellafield Ltd, enabling delivery of the project, whilst meeting legislative and regulatory requirements. Develop and implement an appropriate project construction EH&S strategy to support project cost and schedule.Assist construction contractors in understanding and implementing SL EH&S procedures and arrangements. Assess construction contractors processes and systems for suitability and compliance with SL EH&S policies, procedures and standards.

Provide construction environmental support and engage with the Environmental Management team for technical support.

Essentials:
Degree in a Safety or STEM subject or equivalent (NEBOSH Diploma) and relevant experience.
Practical experience of advising or enforcing construction safety legislation within large or high hazard organisations.
Chartered member of an appropriate professional body (e.g. IOSH).
Drive, enthusiasm and self-motivation in the delivery of improvements
Good communication and influencing skills with internal stakeholders
Ability to manage external stakeholders and regulators (e.g. ONR & HID)
Ability to prioritise, plan work.

Desirables:
Experience of advising a range of design, construction, operation, and decommissioning hazards.
Demonstrable record of influencing change and improving safety performance of an organisation.

Closing Date: 16/4/18
Salary: £41,741 to £52,952 Depending on experience.
