Orbs Solutions is currently looking for the right candidate for this role.
our client is looking for a Transformation Programme Manager for the management of the transition to a new ICT organisational Structure and to drive forward the successful delivery of strategic outcomes.

The role of the Programme Manager – ICT Organisational Redesign (ICT-OR) Transition

•You will need to meet the challenge of reducing policing budgets. By working more closely together the forces that will benefit from greater operational and organisational resilience, making them the fourth largest geographic police area in England and Wales.
•As the ICT-OR Transformation Programme Manager you will be responsible for the day to day management of the Programme within the . Transformation Portfolio -
You will need to plan and deliver ICT-OR Projects and make visible overall progress, resolving issues and initiating corrective action as appropriate with key stakeholders.
You will work with defined governance, creating an environment where all aspects of the ICT-OR Programme are effectively managed e.g.: objectives, scope, progress, issues, risks, resources, dependencies.
•You will need to have strong experience working as a Transformation Programme Manager, along with a successful track record of managing complex change programmes, you will also have the following experience and key abilities:

Significant experience in large, multi-site, ICT transitions to Customer Centric ITIL3 based operating model.
Significant experience in project life-cycle including business analysis, functional specification, risk management and transition planning and implementation
Demonstrable experience of building consensus around change, influencing multiple ICT/Business stakeholders and managing conflicting agendas
•Ability to successfully manage Stakeholder expectations and communicate effectively with them up to an executive level.
•Ability to translate a strategic approach to a set of project deliverables and operational objectives
•Proven ability to work under pressure and manage complex and often unique issues
•Drive communication efforts: support the design, development, delivery and management of communications, and gain buy-in
Drive benefits and measure success metrics and monitor change progress.
The ideal candidate will have experience within a customer centric environment with hands on approach to driving change and improvement projects. You will have worked within ITiL based ICT service centre, delivering to industry standard KPI’s.
Ideally you would have worked within a Police Constabulary as an ICT-OR Transformation Programme Manager.

• Degree / Level 5 qualification in a relevant subject • Professionally recognised programme management qualification (e.g Foundation level MSP) • A sound knowledge and understanding of procurement processes • Knowledge of techniques for planning, monitoring and controlling programmes

• Significant experience of the management of programme and project whole life costings and benefits realisation • Experience of leading a team and managing staff in a large complex multi faceted organisation • Experience of risk management practices • Proven experience of managing change •
A track record of developing strong working relationships with a wide number of internal and external stakeholders including reporting bodies, senior executives, professional advisers and suppliers • Proven experience of obtaining business briefing information, negotiating and rationalising requirements in line with organisational requirements

Key Skills:
Proven ability to plan, organise and deliver programme of projects within governance frameworks • Demonstrate ability to think strategically and lead the development and delivery of organisational wide business change programmes • Effective Negotiation and influencing skills • A high level of oral and written communication skills • Expert use of ICT in particular the Microsoft Project software

PLEASE Note: This, this role will require you to have exceptional Business Change Programme Management and ITiL related operational experience.
