Ofcom’s strategy, international, technology and economist team (SITE) provides space within Ofcom to think strategically about the sectors we regulate. The team lead a small number of major projects which are expected to have a significant impact in the areas of strategic importance, plus other projects who purpose is to improve our internal understanding of specific issues. Ofcom’s duties and responsibilities are heavily influenced by EU and international policy and legislative developments, which determine and inform what we do and how we do it. Ofcom dedicates significant resources to internal engagement in areas of electronic communications, spectrum, consumer, content, internet and postal matters. The International team aims to ensure that Ofcom performs its statutory duties in conformity with its international obligations and to maximise Ofcom’s impact on international policy development.

Key Responsibilities:

The successful candidate will play a key role in the delivery of the telecommunications components of Ofcom’s international policy development and engagement programme. You will represent Ofcom in the development of telecommunications and internet policy at European and international levels. The International Policy Manager will also play an instrumental role in the development of Ofcom’s own strategic thinking around telecommunications and internet policy and regulation.

Skills and Experience:

- Expertise and practical experience of the telecommunications sector, including a strong understanding of economic regulation, wider regulatory, public policy and commercial issues and debates (such as net neutrality)
- Expertise and practical experience of debates around the regulation of and commercial practices on the internet, including the regulatory treatment of online communications services, ISPs' commercial practices (e.g. net neutrality, zero-rating and peering and interconnection), and the roles played by CDNs, internet exchanges, the domain name system and IP address allocation and use policies.
- Ability to motivate and lead colleagues, both through project work and direct line management.
- Excellent networking and interpersonal skills
