The Programme Manager is responsible for proactive, accurate and timely management of all programme related activity. The role will recommend / propose decisions considering the balance of risk, affordability and best delivery route having considered the Clients business requirements (wider strategy, policies and standards).
The Programme Manager’s role is to provide the Programme Sponsor, a Head of Department of Service Delivery, with the confidence that the transformation programme in their department of Service Delivery is being appropriately managed. The Programme manager will ensure the programme plan is created, lead and managed effective, ensuring that the plan is on track to deliver the required milestones.

On behalf of Head of Department of Service Delivery, the Programme Manager will act as the day-to-day focal point of the overall transformation programme and will operate across all key stakeholders and milestone owners at both strategic and operational levels. It is essential that all parties are influenced and “bought in” to the plan to ensure that the plan is effectively delivered.

• Lead the team to deliver excellent performance by setting clear expectations linked to business targets, having meaningful performance discussions that recognise and reward the right performance and behaviours and challenges where individual performance and behaviours do not meet expectations.
• Ensure that robust financial management and commercial awareness form the foundation of all business decisions.
• Ensure robust portfolio, programme and project management and governance processes are put in place and adhered to by the programme delivery team.
• Work with key stakeholders across the business to define and agree the desired strategic business benefits and outcomes to be realised by the programme.
• Develop and manage robust programme delivery progress monitoring, reporting, challenge, control and issue resolution processes as appropriate.
• Provide ongoing progress reports, annual reports and reports for internal and external stakeholders.
• Ensure programmes and their supporting projects are well planned and are being managed effectively.
• Ensure projects are on track to deliver the outputs to the agreed time, cost and quality.
• Accountable for financial and performance reporting and forecasting progress of projects within the programme.
Knowledge, Skills & Attributes:
• Portfolio and change programme experience
• Experience of managing programmes and projects with a proven track record of driving sustainable performance against challenging business targets
• Experience and knowledge of change management principles, methodologies and tools
• Experience managing and embedding large-scale organisational change
• Experience of business planning, resource and budget management
• Ability to establish and maintain strong relationships at all levels across many organisations
• Experience of and ability to influence and drive right culture and behaviours
• Exceptional influencing and communication skills with proven ability to manage relationships with internal and external stakeholders
• Experience of compiling, assessment, interpretation and communication of data, including ability to clearly present key items and risks to senior managers.
