£300+ A DAY – 3 MONTHS



Baltimore Consulting Group are currently assisting a local authority with the appointment of a Technical Accountant to lead on the closure of accountants.

The local government experienced accountant will:
  • Work with the Technical Finance Manager, work on setting and maintaining internal standards for technical accounting procedures and processes, ensuring that all accountants adhere to the requirements;
  • Support the delivery of all forms of financial reporting (revenue and capital) by the Council and be responsible for quality control review of these reports;
  • Contribute significantly to the delivery of the annual Statement of Accounts in accordance with the CIPFA Accounts Code with an understanding of the impact of IFRS in the public sector, other requirements and standards and the statutory timetable;
  • Liaise with the external auditor as required in his/her scrutiny of the Council’s reporting arrangements and other activities;
  • Undertake collection fund accounting for the Council, including tax rate accounting and lead on the forecasting of overall income and collection fund position;
  • Contribute to maintaining the integrity of the balance sheet (including provisions and reserves) and control accounts throughout the year to ensure that year-end closedown is completed swiftly and accurately with no material errors;
  • Ensure the production of all required reconciliations routinely and accurately according to the prescribed timetable;
  • Working with the Financial Systems Team, assist with the maintenance of the General Ledger system and Chart of Accounts, in conjunction with interface systems, to deliver accurate and timely reporting from the system;
  • Work with the Chief Accountant on the submission of corporate grant claims on behalf of the Authority, ensuring that signatories to claims can place reliance on their accuracy;
  • Accurate and timely preparation of substantial and complex deliverables (i.e. accounting judgements or calculations) (eg. Lease accounting, PFI , business case evaluation (financial review)
  • Supporting stakeholders in an advisory capacity leveraging complex technical expertise or experience as required;
  • Influencing and managing relationships with stakeholders (teams, functional, external) to enable the successful delivery of activities and projects;
The ideal candidate will possess significant working knowledge of local government relevant finance and business relevant end to end processes (eg. collection fund accounting process mapping, end to end communication from business areas to central finance function and provide significant technical experience including statement of accountants.
