One of our consultancy clients operating out of Heathrow Airport are looking to expand their commercial team and are therefore looking for a Cost and Commercial Manager to join the team.

Main Purpose:

*Provide pre award procurement and post award contract administration support to the BAA commercial function, monitoring compliance with contract obligations and driving value from the supply chain
*Provision of a "cradle to grave" commercial function for all work packages making up the project
*Provide oversight/delivery of the development of cost estimates for specific packages of work and/or proposed scope changes/IBR updates and coordination of the loading of these costs into project/sub-programme schedules and input into risk analysis
*Development of check-prices and liaison with the Procurement function in support of supply chain value for money assessment


*Maintain the Artemis, Oracle and Primavera P6 cost data sets to achieve consistency, accuracy and alignment.
*Carry out cost and expenditure planning / benchmarking (including the completion of Data Capture Analysis (DCA) sheets) in accordance with PER 09.
*Support management of budget and spend profiles continually identifying ways to improve cost performance.
*Manage the impact of inflation currencies and exchanges into forecasting and aligned with tracking indices and HAL advice.
*Carry out cost impact analysis of proposed changes to scope/schedule.
*Working with the Risk Managers, evaluate potential cost impacts of identified risks/opportunities and support periodic cost risk analysis.
*Assist HAL Project Managers in the preparation of post completion cost reports and analysis on a Work Breakdown Structure /activity basis, identifying areas of learning and any recommendations for efficiency improvement.
*Achieve compliance with HAL's Project Execution Requirements (PERs) and project/programme governance procedures.

Skills / Experience Required:

*Expertise in administering high value, multi-disciplinary construction project work packages/contracts utilising NEC3 option A - E.
*MRICS or CIPS with an in depth experience of maintaining contract compliance and driving value through the supply chain within complex construction projects
*Experience of estimating, cost planning and the assessment of cost impacts of change, often based on limited project information
*Engineering based degree or equivalent, working towards a recognised project controls qualification (NVQ level 4), MRICS and in depth experience of cost management within complex construction projects
