Planning Lawyer
Umbrella Hourly Rate: £30 - £40
Contract Length: 3 months with possibility of extension

REED Legal have a new opportunity for a qualified Planning Lawyer with a minimum 2 years PQE to assist in planning, co-ordinating and undertaking the legal work in respect of a London public sector organisation’s planning functions to the highest professional and client care standards.

This is a fantastic opportunity to work in a fast-paced environment reporting to the Principal Planning and Development Leader within the Commercial and Environment team of this organisation. You will need previous experience drafting complex highways and planning agreement, giving legal advice, as well as knowledge of and ability to apply planning and highway law (including recent and proposed changes).

Your Main Responsibilities:
1. To undertake a substantial personal caseload of the planning and highways work including the provision of legal advice
2. To draft, negotiate and conclude planning and highway agreements and other legal documentation including enforcement documentation and compulsory purchase documentation.
3. To assist the Principal Planning and Development Lawyer with the more complex agreements and documentation as necessary.
4. To undertake property work as required by the Chief Lawyer (Planning and Property
5. To maintain an up-to-date comprehensive knowledge of developments in the areas of law undertaken by the postholder and to disseminate that information and any implications for the Council to members of the sub team including preparing and presenting briefing papers and reports as required and delivering training.
6. To advise clients on legal issues arising out of the postholder's work as required and where necessary to recommend changes in Council policy and practice and procedures to the Principal Planning and Development Lawyer.
7. To ensure that the service is responsive to client requirements and that work undertaken is reflective of best practice and the performance targets contained within Service Level Agreements.
8. To ensure that relevant decisions of the Council and its committees and the Executive are implemented, in the context of any legal constraints, in an efficient and timely manner.
9. To assist with litigation, advice, and general work of Legal Services as required.
10. To meet the chargeable hours target for the post and the agreed performance and quality standards as fixed by the Legal Services Management Team.
11. To assist with the development and training of staff, as requested.
12. To undertake other duties commensurate to the grade of the post.
13. To undertake a caseload of more complex agreements and legal documentation.
14. To assist as necessary with major development projects and attend project meetings as required.
15. To deal with judicial reviews and statutory challenges arising out of the exercise of the Council’s planning and highway functions and to advise on and negotiate settlements as appropriate.
16. To attend Planning and Planning Sub Committee and other meetings to provide legal advice as required as the Assistant Chief Executive – Governance and HR.
17. To draft reports to Planning and Planning Sub Committee.
18. To deal with major development projects and complex matters under the supervision of the Principal Planning and Development lawyer.
