Learning and Development Officer / HR Development

Purpose:
To work as part of the HR team and to design, deliver and maintain effective Learning and Development solutions to all levels of the business in a timely and cost-effective manner. To implement effective talent development. To align L&D activities with the HR and Business strategy, ensuring at all times compliance with Company and Statutory procedures and demands.

Learning and Development Officer / HR L&D

Responsibilities:
• Implement organisational strategy and plans to meet training and development needs, and manage training delivery, measurement and follow-up as necessary
• Work with functional and developmental leaders to plan training budgets and forecast costs
• Assess relevant training needs for staff individuals and organisation, in consultation with departmental heads and including assessment methods
• Stay informed as to relevant skill and qualifications levels required by staff for effective performance, and circulate requirements and relevant information to the organisation as appropriate
• Take an active role in the development and delivery of the learning and development processes, including: - Design and delivery of management skills training, Procurement and co-ordination of Management Development, IT and other training provision, facilitation of team and other learning events
• Monitor and report on activities, costs, performance, etc., as required
• Assist managers to identify the learning and development needs of themselves and their staff: Advise on the development and maintenance of associated plans and records to address these needs.
• Supporting the coordination and execution of an apprentice development programme incorporating work based skills and utilizing the Apprenticeship Levy funding.
• Reviewing, revising and updating all learning and development material to ensure the department offers the highest standard of interventions at all times that are credible and in line with business objectives
• Assist in the implementation of technology into L&D processes
• Maintain the training matrices/database
• To pro-actively maintain & always seek to improve HR procedures complying with company and statutory regulations
• Carry out such other duties as may reasonably be required within the jobholder’s capability consistent with the Terms and Conditions of employment

Qualifications, skills, attributes, experience required:
• CIPD qualified (preferred)
• Skilled influencer
• Pro-active and resourceful approach
• Excellent communication skills are essential
• Excellent presentation style
• Very strong verbal and written communication skills
• Improving performance through training must be part of your DNA
• Excellent team player with a hands-on approach
• Ability to work calmly under pressure
• Demonstrable experience of implementing an e-learning training system and of running an effective e-learning training programme
• Demonstrable experience of producing training materials and presenting training courses which have made a positive contribution to an organisation's operations
• An engaging, interactive and interesting delivery style
• Experience working with competencies and performance measures
