Our Client is a Government Organisation who is currently looking for a Program Manager to lead the SME Target Team for a 6 month duration with the possibility of applying for permanency. It is based on a day rate of £650 per day and is in scope of IR35.

This is an excellent opportunity for someone to work in a high profile role, with access to senior stakeholders. The post holder should be comfortable interacting with Senior Cabinet Leaders and presenting to senior audiences and commercial leaders and gaining their confidence.

The post holder will lead work to improve the rigour of the existing programme. This will involve engaging with departments and departmental pillars on a regular basis to understand progress and challenge if needed, and working with the team to develop documents that track progress in departments.

The post holder will need to develop and maintain good working relationships with commercial leads within the organisation and in departments to ensure that the programme continues to progress.

The role requires some numeracy and confidence with maths, given the requirements of tracking progress against the target. A good GCSE standard is expected. You will also need to be good with detailed work.
The post holder will lead a small team of 5 individuals, 3 of whom are based in Norwich and 2 in Liverpool. The SCS1 team lead and many of our key stakeholders are based in London so there will be a need for the post holder to be in London on a regular basis.

Essential requirements
:
  • Demonstrable experience of successfully delivering complex projects and programmes to meet business expectations, and deliver results to time, quality and budget.
  • Experience of developing and driving project/programme methodologies and strong governance in a previous role.
  • Experience of working with a diverse range of stakeholders to deliver a programme, often with conflicting priorities
  • Excellent oral and written communication and presentation skills, including the credibility to present to senior audiences.
  • Experience of policy making and development, including briefing ministers and senior stakeholders
  • Excellent analytical and information processing skills
  • Strong team management skills
  • Strong negotiation and persuasion skills
Desirable requirements:
  • PRINCE2 or certification achieved in recognised project management methodology
  • Working knowledge of the EU procurement rules and public procurement policy.
  • Experience of managing a team located in different places.

This includes liaison with private office personnel to update on progress and seek clearance as issues arise; Be visible to stakeholders and regularly undertake activities to engage and build trust with stakeholder community; Seek constructive outcomes in discussions, challenge assumptions but remain willing to compromise when it's beneficial to progress.
