MAIN PURPOSE:
1. Lead the Finance Team to deliver an outstanding service to residents, staff and governors
2. Overall control of the businesses accounting systems to ensure compliance and sound financial control of all income and expenditure
3. Deliver timely management information/ reports

KEY RESPONSIBILITIES
BUDGETING AND MANAGEMENT INFORMATION
• Provide agreed on financial information/ reports to meet the needs of governors, directors and managers on a timely basis
• Manage preparation of the annual budget: provide an effective template for directors and managers to complete, and ensure completion, review and approval to timetable

PAYROLL SERVICE
• Manage the outsourced payroll provider; work with the HR and finance teams to ensure the payroll system operates effectively, the monthly payroll and all adjustments are properly authorised, staff are paid correctly, and all statutory obligations are met
• Manage the outsourced pension administrator to ensure that pension systems operate effectively in accordance with agreed policies and procedures and that all statutory obligations are met

INCOME AND EXPENDITURE
• Ensure appropriate fee invoicing/ debt recovery procedures are in place and operate effectively so the business receives all applicable income
• Ensure timely and correct payment of properly authorised invoices, that all payments are accurately recorded in the accounts and liaise with managers to resolve any questions
• Periodic review of procedures in all areas to ensure they are in line with best practice
• Prepare analyses/ reports to support directors/ managers on financial issues relating to, for example, grant applications, significant revenue/ capital expenditure, VAT/ tax issues and insurance renewal

FINANCIAL CONTROL
• Ensure effective financial systems, procedures and controls are documented and applied throughout the business
• Ensure reconciliations are prepared monthly, properly documented and that discrepancies are investigated and resolved for all bank and control accounts
• Ensure all entries in the accounting systems are accurately processed and properly supported by authorised documentation which is filed with a full audit trail

ACCOUNTING SYSTEMS
• Ensure the finance team make full use of the processing and reporting facilities in finance systems including MS Dynamics GP (accounting), Caresys (care management, invoicing and sales ledger), and Nolan (purchase invoice approvals)

MEETING STATUTORY REQUIREMENTS
• Prepare annual accounts for the business, Property and Promotions companies, ensure they meet statutory and accounting requirements and liaise with external auditors to agree on final accounts in a timely manner
• Ensure compliance with business, company, tax and other legislation and regulations which apply and its subsidiary companies, including completion of PAYE, Corporate Tax, Gift Aid, VAT, construction sub-contractors’, and national statistics returns

MANAGEMENT OF STAFF
• Ensure Finance team are managed effectively, receive formal appraisals in accordance with the businesses HR policy, and are supported in their development/ training to help reach their full potential
