Job Title: Head of Project Accounting
Salary: £19-23 per hour minimum
Temporary: 3 months initially
Full Time: 35 hours per week

Job Purpose:
Critically reviewing and monitoring business cases and Science project budgets, and leading the project accounting team to support project managers and Heads of Departments, Finance Director and Executive team in making excellent financial decisions. Working closely with the Head of Financial Planning and Performance to deliver budgets, forecast and monthly management information.

Job Context:
The post reports to the Finance Director, who in turn reports to the Director of Corporate Services, enabling the Finance Director to focus on leading the development of an efficient finance function in the knowledge that core information and projects are being satisfactorily managed and that accurate data is available. The post holder will be responsible for the operational delivery of their function and the achievement of business and corporate targets, and their advice and recommendations will have a direct impact on performance. The post holder will also provide a key interface with Defra and Foundation.


1. Business cases
* Preparation and critical review of significant business cases with project managers to support major project decision making, including NPV, ROI and sensitivity analysis, funding options, and benefit cases. Present business case financial information to the Strategic Projects Board and other decision making boards.
2. Temperate House Project
* Manage the financial aspects of the Temperate House Project (their largest project with a c £I'm budget) to be completed by 2018, and ensure the delivery of financial benefits.
3. Project Accounting
* Support project managers and the Project Accounting team in the preparation and critical review of budgets for Science and other projects, including grant applications and consultancy projects (within the organisation Innovation Unit (KIA)), and other complex organisation projects. Ensure the financial aspects of the project meet donor requirements
* Ensure recovery of costs, overhead and staff cost is maximised and captured within all project budgets. Ensure appropriate level of profit recognised within KIA projects
* Oversee the reporting and forecasting of all science projects by the Project Accounting team, maintaining a portfolio of complex or large projects
* Regularly report actual expenditure against budget for a portfolio of approximately 20 projects within the Science projects, ensuring all costs are appropriately captured (including cost recovery and overheads), and income drawn down, claimed or invoiced on a timely basis. Regularly report to project managers, Science administrator, Strategic Projects Board and external finders including Defra and the Jew Foundation. Ensure information is timely and understood and fully reconciles to the underlying accounting records
* Regularly re forecast projects over the life of the project ensuring overspends/ under spends are discussed with project managers and appropriate action agreed, and changes in delivery schedules are built into forecasts. Understand the implications of variances between budgets and forecasts. Provide relevant project narratives in relation to expenditure and financial risks with ongoing risk analysis.
* Provide accounts at the end of the project on a timely basis, agree these with the project manager and ensure projects are closed down
4. Management accounting
* Support business teams to analyse and review business performance in both financial and non financial measures and to provide reporting on all aspects of business performance to feed into monthly performance reporting to Head of Financial Planning and Performance, Finance Director and the Executive Board, including variance analysis, rolling forecasts, risks and opportunities. This will initially focus on the Science Directorate.
* Support business teams and the Project Accounting team to prepare annual budgets for the Science Directorate including department costs and pay

Management of Resources

Financial Responsibilities: All staff are responsible for management of their own time and resources.

2. Line management and development of the Project Accounting team (two qualified accountants - one based at the inisitute and one based at Weakest), including through objective setting and performance management, regular 1:1 and team meetings, and identification of training needs

The successful applicant will be required to undertake a Disclosure and Barring Scheme (DEBS) check and
appointment to this post will be subject to the organisation being in receipt of a satisfactory check
Ability to analyse large data sets.
