Job DescriptionThis role for a Financial Accounts Treasury Assistant has been released on a temporary basis for 3 to 6 months to cover cash flow

Systems and processes need to be set up to ensure HS2 are complying with DfT and Treasury requirements for forecasting a daily cashflow with an error rate less than 5%. An error rate above that will result in penalties from Treasury and reputation damage. There is substantial work to be done to set this up properly.

JOB PURPOSE

Ensure a smooth handover of balance sheet recs to the right owners. This includes supporting the owners and to help resolve outstanding issues and transactions. In addition ensure the processes are efficient so the recs are easy to perform and errors easy to identify. This may include reformatting the recs to make them more logical.

ACCOUNTABILITIES

* Ensure an efficient handover showing the new owners the correct method to performing their recs
* Help resolve outstanding reconciliation issues
* Support the new owners when they start performing their recs
* Ensure all recs are performed properly at year end with no recs that could cause audit issues
* Ensure we the KPI reporting is updated each month with the aim to have all green rag ratings for each balance sheet account

KNOWLEDGE, SKILLS, EXPERIENCE

Essential Skills

* CCAB qualified Financial Accountant with a minimum of 1-2 years post-qualification experience
* Strong-grasp of IFRS accounting standards and their practical application in a fast growing project environment, with evidence of up-to-date technical training and development, relevant to a construction business
* Experience, or in-depth appreciation, of navigating within a large matrix organisation and demonstrable commercial awareness outside of the immediate Finance function
* Influential written and oral communication, confident presenting to senior stakeholders and decision makers and explaining financial matters clearly to non-financial audiences
* Strong IT skills with recent and up-to-date experience of ERP systems, advanced use of Excel spreadsheets and PowerPoint
* Evidence of the ability to organise financial and other information to present clear results and maintain a clear audit trail
* A self-starter, able to develop solutions and to garner effective action from others
* Strong planning and organising skills with a flexible approach to work prioritisation and a demonstrable ability to resolve issues and progress projects
* A proactive thinker and seeker of innovative solutions to complex problems, able to enhance controls, processes and procedures to embed in the organisation

Desirable Skills

* Knowledge of the construction and/or railway industry
* Understanding of delegation frameworks common to Government entities
* Knowledge of the administration and functionality of SAP

DECISION MAKING

* Represents Finance at cross functional business development meetings and defines Finance business requirements for integration across HS2, using skills, knowledge and experience
* Makes decisions with respect to planning, organising and delivering own work to meet rigorous standards and clear timescales
* Sets clear priorities for the completion of work in assigned areas of responsibility
* Investigates business issues; develops and implements solutions without significant direct supervision or guidance, liaising with business managers, where necessary, and consulting with the Head of Financial Accounting on strategic and sensitive matters
* Receives guidance and direction from Head of Financial Accounting with respect to setting of monthly objectives, but has latitude over how and when to achieve them
* Employs excellent technical knowledge and expertise to make clear recommendations on financial policy and procedures and secures the sign off of the Head of Financial Accounting and other stakeholders for significant changes
* Makes routine judgments in relation to periodic accounting estimates and the adequacy of information and documentation provided as support
* Manages and leads financial accounting projects and acts on other projects as subject matter expert on financial matters; identifies the need for additional expertise and resources and seeks appropriate approvals from senior management
* Deputises for the Head of Financial Accounting during periods of absence
