My client, a local Borough Council based in South East London, are currently recruiting for a Service Group Manager on Revenues Enforcement Review.

Background
The current Service Group Manager (SGM) manages all of Revenues including processing, collection and recovery of all debt (excluding housing rents). The Council wants to improve debt collection to improve its overall financial position and also improve performance on its core financial transactions processing in response to audit recommendations and the implementation of new arrangements for Oracle Cloud.

The Head of Service has commenced a review of debt but business as usual has not allowed enough time to do the detailed work required to investigate the issues and develop a business case and action plan to achieve the Council’s ambitions. The SGM is also fully committed on business as usual and a range of other service improvements. The review is now overdue.

Scope of work

• Develop future performance management and reporting (already exists for Council Tax and Business Rates) of Housing Benefit overpayments and sundry debt
• Develop budget management arrangements to ensure service managers budgets reflect sundry debt collection performance
• Develop a collection improvement plan
• Review current bad debt provisions and make recommendations
• Develop a write off plan using automation where possible on old and uncollectable debt. On Housing Benefit and Adult Social Care debt consider use of write back rather than write off where appropriate
• Develop a business case for additional resourcing on debt collection taking into account subsidy on benefit overpayments and current bad debt provisions. As part of the business case consider using:
o a 3rd party for debt recovery
o high court enforcement
o selling debt put forward for write off
• Review the organisational structure and make recommendations for change to include a permanent additional SGM role reporting to the Head of Service to focus on collection enforcement.
• Identify and report on case studies from other local authorities demonstrating good practice
