Programme Development Officer
London is changing significantly as a result of large-scale development and regeneration projects that provide new homes, jobs and create new communities. The Strategic Development Team works proactively to establish a conspicuous Christian presence in emerging new communities such as those emerging in Lee Valley, Brent Cross/Cricklewood, Earls Court, QEOP, Colindale and Old Oak / Park Royal. In order to create a contextually appropriate response to change in the development areas, the Strategic Development Team develops and employs innovative approaches to maximise opportunities for the church in delivering the Capital Vision 2020. These can range from shared initiatives with local churches and community groups or establishing interim uses and activities during construction to redeveloping existing facilities or building new churches and community buildings. The Strategic Development Team works with partners at all levels, including local parishes and clergy as well as local councils, developers and housing associations, to negotiate and put in place long-term solutions that place the church and its mission at the heart of local communities.
This post is open to all faiths and believers of none, but it will help to be sympathetic to the Christian ethos. This is an exciting time to join the Strategic Development Team as we move towards an increasingly strategic approach to influencing change in London. The post represents an excellent opportunity for the post holder to shape growth and help establish the London Diocesan Fund as the "Go To Partner" for long term social infrastructure investment and partnership. The post holder will be expected to work with a high degree of autonomy in a fast-paced and rapidly changing context as a key member of the Strategic Development Team. The post will support the Head of Development Areas and Director of Development to facilitate the wider Christian mission of the Diocese of London, through developing, managing and delivering well-thought out projects and programmes that achieve the local vision for each of development area and deliver the Diocesan strategic framework Capital Vision 2020. The successful candidate will have the opportunity to work on a variety of fascinating projects and drive forward the strategic objectives of the London Diocesan Fund through engagement with a diverse range of stakeholders and partners.
- Identify, develop and comprehensively manage programmes and projects that promote the activities of the Church of England in the development areas and translate vision into reality.
- Develop and evaluate strategy options, exploring, negotiating and realising the potential for shared initiatives and joint funding with partners, such as the Diocesan Board for Schools.
- Prepare, monitor and review programme/project plans and budgets for agreement with the Director of Development and the Head of Development Areas, and approval by the relevant programme board or Steering Group
- Procure and manage external expertise as well as review, negotiate and manage contractual agreements, lease and freehold interests in development areas with a view to protecting the interests of the LDF.
- Engage, liaise and work collaboratively with a wide range of partners, including local authorities, commercial developers, housing associations, clergy, volunteers and community groups, promoting initiatives and programmes as well as championing the objectives of the LDF
- Assist fundraising activities to secure appropriate levels of external funding to realise the vision for development area
- Undertake desk and field research, identifying constraints and opportunities for each church to support the delivery of agreed projects
- Provide information to the senior management to enable it to advise Senior Staff on the most appropriate ways in which the Church might engage to most effectively in the changing Diocese.
- Deputise for the Head of Development Areas as necessary
- A successful track record in the development, management and delivery of complex programmes and viable projects
- Ability to think strategically and use own judgement, evidence and knowledge to arrive at professionally sound decisions that maximise opportunities and return, whilst minimising risk
- Excellent written and oral communication skills, including advanced report-writing skills, the ability to build collaborative working relationships and communicate effectively to technical, commercial, public sector and faith audiences at all levels.
- Experience in managing authorities, stakeholders, consultants, contract and cost management
- Commercial acumen, the ability to establish project feasibility, financial viability and advance timely risk mitigation
- Excellent organisational skills and proven ability to work independently, prioritise tasks and manage competing work streams against tight deadlines
- A flexible, innovative and creative approach to resolving problems and complex issues alongside tenacity and the confidence to challenge assumptions
- Sound understanding of the project cycle, town planning, regeneration and community development process and the built environment
- High levels of personal motivation and initiative, a pro-active approach to challenge, putting drive and energy into achieving results
- An understanding of the mission of the Church as well as voluntary sector funding mechanisms
- Excellent IT skills - Microsoft Word, Excel and PowerPoint and geographic information systems
- A combination of public, private and third sector experience would be of great value, but is not essential
