I am working with a large Public Sector Organisation who are seeking a proactive accountant to lead the technical and compliance team including areas such as VAT, the banking and cash collection services, the income management system, and areas of control and compliance

The successful applicant will be a qualified accountant or passed finalist with recent accounting experience and knowledge of local authority accounting. You will be able to demonstrate the ability to lead a team, interpret and implement regulations, and work to a tight timetable within an area of conflicting demands and changing priorities

The role is permanent, based in Southend and paying £35,093 - £41,551 per annum.

The main purpose of the job is assist the Group Accountant or Group Manager with the management and financial administration of an area of the Organisation's activities.

Key Responsibilities:

To provide a full range of accountancy information and services for Organisation's Directorates and Portfolio holders in accordance with departmental standards and timetables set.

To carry out monthly monitoring against the budget on a number of services (both revenue and capital) and to investigate and report variations to the appropriate senior officer in a timely manner where they occur.

To undertake the closing of capital, control and / or revenue accounts at the year-end, including the completion of grant claims and accounting entries, and to assist in the preparation and publication of the final accounts including producing working papers in readiness for the regularity audit.

To contribute to the preparation and presentation of the annual budget and associated working papers and publications.

To undertake areas of work carried out for the Organisation as a whole and not specifically allocated to Directorates, such as capital and fixed assets, treasury management, banking, technical, control, reconciliations, VAT and maintenance of financial systems.

To apply proper working practices regarding confidentiality.

To undertake day to day line management duties for staff assigned to you, including Return to Work interviews and Performance Development reviews.

To undertake such other relevant functions as required from time to time, as instructed by the line manager.

Technical/Compliance:

* To identify local and national issues and how they affect the Organisation.
* To analyse the finance settlement/spending reviews/Census data and advise on how they affect the council's finances.
* To draft CMT/Cabinet reports relating to the work of the team.
* To review and analyse the CIPFA benchmarking results and to investigate any anomalies.
* To ensure compliance with legislation/LA accounting codes/IFRS relating to the work of the team.
* To ensure accurate and timely publication of local transparency data.
* To review VAT guidance and training to ensure consistency and compliance.
* To review reconciliations to ensure robust but streamlined processes are in place.
* To review and co-ordinate updates to the Finance Manual.
* To work with procurement on the tender processes for our banking and cash collection services.
* To ensure proper controls are in place for our corporate credit/procurement cards.
* To interpret corporate policies and how they affect the work of the FPC team.
* To line manage the staff in the technical/compliance team

Knowledge:

* Theoretical, practical and procedural knowledge of local authority accounting (essential)
* An up-to-date knowledge of current best practice in local authority accounting (desirable)
* Experience of annual accounts close down procedures and the production of the balance sheet and supporting schedules as applicable to local authorities (essential)
* Knowledge of cash management (desirable)
* Ability to read, interpret and implement regulations and changes to procedures (essential)
* Ability to work to a tight timetable, within an area of conflicting demands and changing priorities (essential)
* Ability to use Microsoft Office software (essential)

Experience:

* At least 2 years post-qualification experience working in an organisation of comparable scope and complexity
* Familiar with the financial arrangements relating to services provided by local authorities

Qualifications:

* Current membership of CCAB body (or equivalent) with recent accounting experience of at least 2 years
Or
* Passed finalist seeking membership of CCAB body (or equivalent) with recent accounting experience of at least 4 years
