Main Purpose of Role

To develop and lead financial management including financial accounting, management accounting and business planning, financial transaction processing and taxation to ensure they meet the needs of Highways England and its stakeholders.

Key Accountabilities

Contribute to the development and leadership of the finance and business services directorate and a member of the directorate's senior leadership team.

Review the structure, capability and practices in the financial control division, to ensure it is able to deliver the agreed plans and performance.

Lead the development of annual financial business plans to ensure they reflect the strategic and operational requirements of Highways England and the Government as stakeholder.

Lead the provision of in-year financial analysis, monitoring and reporting, so that the Board, Executive and line managers can take effective and timely decisions, and external stakeholders are kept informed of financial performance.

Lead the development and delivery of financial accounting which is efficient, meets organisational requirements, and is technically compliant with all relevant standards and regulations.

Lead the relationship with Highway's England's external auditors, facilitating the annual financial audit process, and co-ordinating assurance reviews of financial management systems and processes.

Lead the efficient development of all processes relating to financial transactions, including accounts payable, accounts receivable and cash management, ensuring compliance across Highways England.

Ensure that the work of the financial control division is efficient, fully compliant with regulations and within agreed delegations.

Lead the provision of tax advice and services so that Highways England has a robust tax framework which meets its obligations efficiently.

Select, develop and manage the performance of the senior team, so that the division discharges its remit and delivers agreed plans.

Knowledge, Skills and Experience

Professionally qualified accountant, with extensive post-qualification experience. Substantial experience of shaping and leading teams and functions, of financial management and financial planning over the medium to long term, and of high level financial analysis and advice. Substantial experience of preparing financial accounts for a complex corporate entity under IFRS is a requirement.

Also desirable to have experience of the central government accounting framework (the FReM), which is the basis for the Company's consolidation into its parent (the Department for Transport). Impact Direct line accountability for a team of approximately 50 which incorporates: management accounting; financial accounting; financial transaction processing; and taxation. Responsible for financial management (accounting, reporting, planning, analysis, advice and services) to an organisation with currently £3 billion per annum expenditure and major national assets.

Decision Making Makes decisions on financial management and accounting issues within authority delegated by the Board and the CFO. Will influence financial plans, policies and procedures, as well as finance structures and roles.
