Highways England are recruiting for a Business Planning & Finance Manager to work in our Portfolio Office in our Birmingham office.

As the Business Planning & Finance Manager you will lead on all aspects of Major Project's business planning incorporating strategic workforce planning, delivery commitment planning and financial planning.

Lead the delivery of programme management, and financial support to the Major Projects non roads divisions through preparing and analysing performance reports, reviewing business cases, and ensuring compliance to governance requirements.

Lead the co-ordination of directorate wide financial reporting and analysis; and the application of financial policies and governance procedures.

Be a source of guidance on best practice in business planning, and the appropriate application of financial policies and governance processes.

The successful candidate will have the following responsibilities:

Lead the development, assurance and implementation of an overarching Major Projects business plan incorporating workforce planning, articulation of delivery targets; and robust financial budgets.

Lead the delivery of the strategic workforce plan, providing a directorate wide view of current and future staffing requirements that align to ensuring successful delivery of portfolio commitments

Lead the development and implementation of a management plan process that aligns directorate objectives to corporate delivery plan commitments and ensures directors are fully engaged.

Lead the Major Projects annual budget process including working closely with Finance Business Partners and Programme teams to quality assure information, and preparing reports and information packs for presentation to the directorate and corporate executive teams.

Embed a review process to assess performance against the directorate management plan, driving regular programme deep dives with the Major Projects Director and programme leads to proactively identify and address risks and issues in performance.

Work with the Centre of Excellence capability team to promote the effective utilisation of internal capability, to drive recruitment to resource the workforce plan, and to ensure the accurate reporting and active management of temporary labour levels.

Implement processes to address governance compliance across the non-roads programme of activity and drive informed decision making through the development and reporting of financial and non-financial performance metrics.

Engage senior non-roads programme leads to take ownership of financial information and business processes leading to effective management of the non-roads programme.

Lead the co-ordination of directorate wide financial reporting and analysis; and the application of financial policies and governance procedures such as delegations and consultancy approval.

Own the Major Projects management assurance process ensuring adherence to the corporate requirements, offering support and guidance and leading effective action planning to improve ratings throughout the year.

Liaise with the Strategy and Planning directorate and other key stakeholders to prepare the Major Projects contribution to the Highways England delivery plan, annual plan and other external documents.

To be considered for this post you will be experienced with:

  • Proven experience of compiling and managing annual Portfolio and Programme business plans to support delivery of organisational policy, objectives and kpi's..
  • Considerable experience of working with financial information and processes including preparing budgets and management accounts.
  • Strong understanding and experience of workforce planning processes
  • Proven experience in inspiring and promoting good team work and cooperation, with strong leadership skills and proven experience of managing and developing individuals
  • Experience of developing performance reports that incorporate financial and non-financial metrics and analysis.
