Research and Evaluation Officer

Do you have strong Research, Evaluation, Project and IT experience?

My client, a large housing association based in London has an exciting new opportunity as a Research and Evaluation Officer within the Data & Performance Team. They are looking for someone to be responsible for the evaluation of MI internally and externally funded activities, ensuring they are delivered effectively, completed on time, on budget and to agreed quality standards.

The role holder is also responsible for gathering, analysing, interpreting and reporting on social and market trends to aid decision making at management level.

Main Accountabilities

The role will provide a clear focus for ensuring that value for money and movement towards independence are measured and involves significant co-ordination with other teams to implement the delivery of agreed outcomes.

  • To develop and co-ordinate the evaluation framework ensuring that performance is measured at project, programme and corporate levels in a timely, robust and credible manner and that learning from evaluation is shared and disseminated appropriately.
  • To work directly with managers; operational teams across thematic areas and external delivery partners to enable them to collect, interpret and use information and other service intelligence data effectively, offering analytical expertise to inform evidence based decision making.
  • To provide a flexible and responsive business analysis service to support Neighbourhood Investment strategic objectives, core projects and operational service delivery.
  • To use a wide range of analytical tools and processes to support strategic planning, performance reporting and service improvement.
  • To support the development of performance, information system and reporting frameworks from learning activities to ensure that core services, managers, and partners receive high quality and timely analytical and impact information.
  • To lead on business intelligence and evaluation projects including scoping, data collection, analysis and presentation of findings.
  • To undertake agreed research, survey and customer insight/performance analysis for strategic projects to identify local needs and impacts in order to inform decision making and practice in a targeted way.

Candidate Requirements

  • Excellent knowledge of research and evaluation techniques and be able to put it into practice and implement evaluation frameworks.
  • Strong project costing and related financial management skills
  • Able to demonstrate an awareness of the commercial issues facing the company.
  • Clear communication with internal and external audiences both verbally and in writing
  • Project Management processes experience to ensure good governance and management of programmes and projects.
  • Experience of facilitating learning-oriented analysis sessions of research and evaluation data.
• Strong analytical skills with ability to look holistically across multiple programmes and projects as well as in depth at individual areas using appropriate methods to collect and analyse data to effectively support strategic and business planning and decision making
  • Able to identify and evaluate options, solve problems and make rational, evidence based decisions and trade-offs based on agreed priorities and requirements
  • Able to work autonomously; recognises and takes accountability for managing own performance and deadlines; seeking clarity as necessary
  • Excellent working knowledge of MS Office applications, including Excel, Word and Project
  • Educated to degree level or equivalent
