A growing construction, fit-out and refurb contractor based in Birmingham are currently recruiting for a Quantity Surveyor with experience of delivering projects on time and on or under budget.

Job Description: Quantity Surveyor/Cost Control Manager

Reports To: Director

Department: Construction Team

Location: Birmingham

Role

- Manage the projects to budgetary constraints. Demonstrating tight cost control, adhering to the company's high standards and relevant health and safety standards.
- Obtain information about new projects and sites including conducting site inspections and carry out a financial appraisal.
- Provide a quantity surveying function for all projects from cost planning to settlement of final accounts.
- Work within processes for estimating and costing all schemes
- Quantify all building elements and work with value managers, operations teams and direct suppliers to drive down costs.
- Advise on making cost savings generally through budgeting, prioritising, life cycle costing, value engineering techniques
- Examine quotes received and report thereon or negotiate prices with a selected contractor(s) and/or sub-contractor in accordance with the agreed schedule of rates, include negotiations on savings to an agreed budget.
- Prepare monthly project cost reports and supporting information
- Provide process for preparation of Purchase Order Schedule.
- Prepare (or co-ordinate the preparation of) the schedule of works and supporting documents and issue it to suppliers/ contractors.
- Co-ordinate the presentation of cost estimates and cost plans, construction costs, professional fees and other costs forming total project costs.
- Check budget costs and monitors costs
- Establish a model costs including a total project costs for differing project types.
- Continually evaluate and review total project costs identifying possible savings opportunities.
- Develop specifications/ briefs for building services and agree preferential purchase agreement with suppliers.
- Convene value engineering workshops and implement improvements
- Re-measure works and make adjustments on variations and prepare the Final Account.

Key Performance Indicators

- Delivers projects on time, to high standards and within budget.
- Review supply chain procurement.
- Drive down total project costs by 10%

Scope

Responsibility for developing a process for estimating and managing the costs for new build, fit out and refurbishment projects. Ensuring delivery of the projects within agreed overall budget, to high standards.

Key Objectives

- Annually prepare the schedule of rates based on programme and market trends.
- Prepare initial budgets, cost plan and programme.
- Prepare schedule of works and pre tender cost estimate and select and manage procurement process.
- Analyse/ negotiate tenders, prices and instruct contractors/ suppliers.
- Agree project specific scope of works and pre tender estimates.
- Oversee placing orders of all new/ refresh project supplies/ equipment and monitor/ check deliveries.
- Ensure all equipment purchased to agreed specification price.
- Manage own budgets ensuring spend monitored and controlled within agreed budget.
- Value engineer fittings, equipment and specification

Job Requirements

Experience

- 10 Years Quantity surveying and estimating experience within leisure and healthcare sectors or multi site operator SME construction companies
- Project management of external resources
- Fast track construction experience
