We are looking for a Qualified and experienced Payroll Manager in preparation for the 2021 national Census.

We require a Pay administration and system expert to work alongside the Census ‘Recruitment, Pay, and Training’ (RPT) and Procurement teams to develop payroll requirements for outsourcing the payroll for approximately 47,000 field staff in 2021, involvement in the procurement process, and working with the successful supplier and internal Office for National Statistics stakeholders to ensure requirements are met. 

The successful candidate will not be developing the payroll system but representing the Office of National Statistics interests ensuring the system being developed meets requirements.

This successful candidate must be able to:
• Provide subject matter expert input developing the internal Pay Policy Unit into an ‘intelligent customer’ providing clear vision and direction
• Ensure robust service assurance strategies are developed including appropriate governance of the development of the payroll and information systems
• Ensure the payroll system interfaces effectively with other elements (recruitment, HR & training systems, work scheduling software), providing a robust payroll solution and accurate management information.

You will be responsible for all aspects of the Census and Census Coverage Survey (CCS) field payroll required to support the 2021 Census, CCS and Census Transformation Programme (CTP). 

The successful applicant will be a payroll expert with established understanding of public sector pay policy, pensions, system administration and staff management;
You will work closely with Corporate Accounting and ONS Pay Unit teams safeguarding disbursement of funds. 
You will work with Census, Finance, Procurement and others to develop requirements, SLAs etc, and evaluate bids.
The supplier will develop the payroll system. You will work with the supplier to ensure CTP payroll requirements for approximately 47,000 field staff are met.
The work will include pay policy, pay and expenses administration processes, advising on system design, technological platforms and interfaces, managing service assurance and testing.

The postholder will:
• Plan and manage a team to deliver the payroll service;
• Work collaboratively to develop requirements, SLAs etc. for Census payroll procurement and evaluate bids.
• Work with ONS Pay Unit and internal stakeholders to develop user needs and advise on payroll design.
• Proactively manage contracts and suppliers, ensuring services are delivered to the required quality standards.
• Lead service assurance and testing meeting audit scrutiny.

The successful candidate will have a recognised Payroll qualification from either the Chartered Institute of Payroll Professionals or equivalent and it would be desirable to have an understanding of public sector pay policy and pensions.

The role is based in Hampshire with occasional work in Newport.

The role is until 2022 when the Census programme will be reviewed and if appropriate, an ongoing contract may be offered.
