Description:

Key responsibilities:
• Proven expertise in the end to end development of several large business cases
• Ability to understand complex ICT and to advise programme directors on the approach to business cases
• Ability to design sampling methods and develop cost forecasts, taking all variables into account
• Ability to facilitate the identification of risks and benefits and quantification for incorporation into models and supporting documents
• Ability to identify relevant risks at the programme level and incorporate into the business case and supporting documents
• Ability to design and build complex models, for ranges of complex scenarios
• Awareness of reliable sources of metrics and data
• Able to deliver training and transfer knowledge increasing the knowledge and skills to ensure effective contribution and participation with the programme team and stakeholders.
• Ability to support the programme in preparation for Gateway review and to participate in Gateway review and other assurance activity as required

Experience Required:

  • Proven expertise in the end to end development of several large business cases
  • Ability to work in conjunction with a range of internal and external colleagues, particularly those in the MOJ Finance Directorate and HMT to develop the strategic, commercial, economic, financial and achievability cases that will inform the OBC
  • Ability to coordinate input from each a variety of different business areas into the OBC and bring those contributions together into a cohesive draft
  • Ability to work in a new and evolving environment and react effectively to change as the programme develops
  • Ability to understand complex ICT and to advise programme directors on the approach to business cases
  • Ability to design sampling methods and develop cost forecasts, taking all variables into account

Key tasks and deliverables

• Full review of commercial options by mid February 2018

• Approval of commercial site options by end February 2018

• Budget approval for feasibility study by end February 2018

• Tender process completed for feasibility study consultants early April 2018

• Conclude feasibility studies at 2 main sites by end May 2018

• Draft of outline business case complete by mid June 2018

• InvestCo (internal) approval obtained by end July 2018

• HMT approval obtained by early September 2018
