A strategic alliance has been formed between Warwickshire Police and West Mercia Police in order to enable both forces to meet the challenge of reducing policing budgets. By working more closely together the forces will benefit from greater operational and organisational resilience, making us the fourth largest geographic police area in England and Wales.

The main purpose of the role is to provide expertise and guidance on portfolio financial management and act as the subject matter expert for Benefits and Cost management for the Alliance Portfolio Management Office (PMO).

Main Responsibilities:

To work with the Strategic Business Partners to develop and champion the benefits management strategy and cost control process around delivering net benefits approved by the Alliance Transformation Board.

Ensure all key post holders defined in the benefits management strategy are aware of their accountabilities in the benefits lifecycle.

Develop Benefits Management practice and capability within Alliance Transformation Team in general and Portfolio Management Office (PMO) in particular.

Provide independent oversight, scrutiny and challenge to ensure things are done well (and right first time more of the time) in benefits realisation and cost control.

Work with the PMO manager and Senior Programme manager to ensureappropriate benefits realisation training is provided to all key post holder responsible for project programme and project delivery.

Provide assurance, coaching and mentoring to build a competent workforce capable of good practice programme and project delivery.

Provide a single source of truth reporting function with management dashboards to focus decisions and management interventions in respect of costs and benefits.

Provide advice, support, coaching and scrutiny of programmes and projects in the form of:

assurance and overview of cost control and benefit information such as the benefit profiles and realization plan.

ensuring that there are no scope conflicts between benefit profiles from different areas.

benefits management practice, methods, tools, techniques in place at the Alliance.

cost control practice, methods, tools, techniques in place within the Alliance.

ensuring costs and benefits are realistic, with credible assumptions.

ensuring articulated benefits have Benefit Owner sign offs.

monitoringcosts and benefits delivery against plan.

assessing the reasonableness of assumptions which underpin the business case.

identification of any double counting of benefits and underestimation of cost.

checking that benefit measures are treated appropriately against financial policy.

Provide cost management and benefits realisation support service to managers.

Experience/Skills:

Part qualified accountant (e.g. AAT) or similar.

Educated to degree level in a relevant discipline with relevant professional qualification in benefits management.

A thorough understanding of benefits management, decision making and governance across a portfolio in general and within programme specifically.

Significant experience in providing Cost & Benefits support to projects and programmes in the service sector allied to significant experience in management roles relating to Portfolio Management.

Extensive Cost & Benefits support experience with significant demonstrable experience of having operated at a senior level with concurrent project support responsibility for over £1M per annum costs and benefits.

Collaborative working in a federation or matrix cost and benefits service environment.

Benefit Management planning and control in large scale transformation projects and programmes.

Has a high level of management skill, particularly interpersonal skills and the ability to influence colleagues.

Proficient at maintaining relationships with senior managers and directorates with sufficient presence and credibility to influence them.

A thorough understanding of budgetary control and of the importance of cost and benefit control across a portfolio in general and within programme specifically.

Special Conditions:

Travel throughout Warwickshire and West Mercia.
