Our client is a major global financial services provider. Tracking and responding to new financial service industry regulatory changes impacting the bank by: · Running a horizon scanning workstream along with Legal & Compliance; providing interpretation for key signature programmes · Impact assessing all regulations impacting the bank to be able to identify accountable executive, delivery owner and ensure a readiness check is completion for transition into a delivery programme · Provide assurance for regulatory change programmes and escalating regulatory obligation risks to key senior Forums, Boards and ExCos. · Deliver key signature programmes as mandated and agreed with the our client’s COO ExCo. and their Regulatory Forum, chaired by the COO of the bank. ­­­­­­­­­­­­­­Overall Purpose of Roll: · Be responsibility for the delivery of one or more Regulatory Change Projects within the PCB · Regulatory Management portfolio · Work across the PCB Regulatory Management Change agenda. · Directly manage budgets up to £1-2m Key Accountabilities: Project Delivery: · Operating in accordance with the requirements of the Group Change Governance Framework and mandated Change Methods and Tools; · Delivering in accordance with PCB Regulatory Management methodology · Ensuring the Programmes/Project for which they are accountable are aligned to, and deliver against, the objectives and strategy; · Planning and monitoring the Programme/project progress, resolving issues and initiating corrective action as appropriate; · Ensuring project objectives are met within time, cost and quality constraints; · Ensuring the delivery of the Programme/project to appropriate levels of quality, on time and within budget, in accordance with the overall Programme Plan; · Quality Assurance and overall integrity of the Programme/Project · Managing the internal and external dependencies and interfaces between the projects; · Management of the risks and issues affecting programme/ projects delivery; · Coaching and mentoring of team members on the projects to ensure delivery against targets and continuing professional and personal development; · Provide objective feedback and input into formal Performance Development Reviews and Annual Reviews of all direct project reports, whether these are assigned from the Change Resource Pool, or from the business line or other functions. Personal & Professional Development (5%): · Maintain leading-edge personal and professional development by regular and focused activity, which covers the complete development spectrum (i.e. conferences, courses, personal coaching etc). · Keep up to date personally with latest thinking in chosen subject/discipline by addressing and attending conferences, producing research material for leading-edge journals, etc. Stakeholder Management and Leadership: Stakeholder Management · Communication with stakeholders, including Head of Risk & Regulatory Change/AE, Business Unit Steering Committees, Operational Owners as required; PCB Regulatory Management Team Management & Staff Development · Develop and retain internal talent by adding breadth to their experience, network and knowledge; · Take on line management responsibilities · Provide leadership and coaching to ensure that all staff are aligned to the goals and culture of both PCB Regulatory Management and the bank; · Rigorously discharge all of the Group’s HR policies (including Performance Development, Equality and Diversity, Disciplinary & Grievance) in respect of staff Line Managed; · Demonstrate total commitment to the personal and professional development of all members of Change. Organisational Development · Act as a role model in terms of both delivery and behaviour for all staff in PCB Regulatory Management; · Mentor and coach colleagues and clients by sharing experience; · Input into the ongoing development of Business Change Policy, Group Change Governance, Methods, Standards and Tools Decision-making and Problem Solving · See Project Delivery Responsibilities Risk and Control Objective: All of the financial institutes colleagues have to ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal bank Policies and Policy Standards. Person Specification: Knowledge & Expertise: Essential: · Proven experience in Change Management Skills, and managing regulatory change initiatives · Proven experience in leading impact assessments for financial services organisations as a result of a regulatory change · Experience of developing executive level strategic options and recommendations · Experience of synthesising and developing assessment of regulation, impact and the strategic response to meet regulations · Experience of shaping & planning initiatives to respond appropriately to regulatory developments · Experience of working with multiple stakeholder groups with vested interest · High level of influencing and stakeholder management skills · Working with multi-disciplinary teams including technology Preferred: · Knowledge of complex Financial Services environments; · Experience of leading Target Operating Model assignments · Experience of establishing effective control environment to enable transition to BAU · Understanding Operations and associated IT systems; · Experience working with compliance/risk and legal professionals Experience, Qualifications & Other Requirements Specific To The Role: Essential: · Educated to degree or MBA level to be able to meet the intellectual demands of the job, or can demonstrate equivalent experience · Demonstrable track record of successful delivery of large-scale, high-profile strategic change projects; · Substantial complex Project Management experience; · Appropriate professional accreditation in the Group’s mandated methods and tools for strategic Business Change Preferred: · Personal and professional development of self, and of Line Management report · Knowledge of Target Operating Model development methodology · Experience in developing and delivering executive level presentations · Programme Management – MSP; Project Management – Prince II; Competencies: · Commercial Effectiveness: Including Client /Customer Focus and Commerciality · Control Environment: Including Risk Management · Business Skills: Including Deliver Solutions and Decision Making · Management & Leadership: Including People Development · Technical Skills & Knowledge – Impact assessment, strategic response development, operating models, project & programme management, change management, regulatory management How to Apply: If you meet the above criteria for the Regulatory Change Manager role please respond to this with an up to date copy of your CV.
