A brilliant opportunity has arisen for an experienced Contracts Officer to join their Contracts and Performance Team within Adults Health and Care in Hampshire County Council.

The successful candidate is responsible for implementing contract formalisation for all new contracts and processing contractual changes to existing contracts.

Main Duties:

  • Contract formalisation; creating and issuing contracts to send to providers for signature after tender award and formal acceptance stage (obtaining and checking approvals)
  • Processing requests for contract variations, creating letters or formal documentation to send to providers for contract termination, extension, remediation, one off payment, or financial claw back (s) via the use of a change control process
  • General administrative duties photocopying, scanning, monitoring the Contracts Team’s in-box, collection and distribution of post, minute taking, arranging meetings and updating appropriate tracking spread sheets
  • Developing effective work relationships with colleagues from Procurement, Safeguarding and Governance, Commissioners and Hampshire Legal Services
  • Database management uploading documents, creating new records for contracts and services, calculating payments and adding payment lines
  • Resolving contract related queries, liaising with Procurement colleagues, Commissioners and Legal Services to achieve the desired result
  • Resolving finance related queries from providers
  • Raising purchase orders
  • Creating financial reports for contract reconciliation
  • Processing monthly payments on behalf of Public Health via SPOC

Essential Skills & Experience needed:

  • Proficient knowledge of IT packages and systems including, databases and spread sheets (Microsoft Office - Word, Excel, & Outlook)
  • Ability to plan and prioritise a substantial workload, including meeting deadlines
  • Previous knowledge and experience of working within a financial environment
  • Proven ability and knowledge, of raising departmental purchase orders
  • Experience of answering payment related queries from providers and producing detailed and accurate payment reports
  • Processing payments via the use of bespoke applications/systems

Job Requirements:
Applicants must have a minimum of 2 years recent experience working within the same or similar capacity
GCSE mathematics and English – Grade C or above, or equivalent
Good ICT skills, in particular typing/Word
