The successful candidate will have the relevant skills and experience specified below for this short term temporary contract (3 months) based in South East London. Please Note: This assignment sits inside of IR35.
Job Description:Review the audit plans for the audited annual returns, identify and follow up any issues and provide assurance that the plans are robust. Review the audit reports accompanying the audited annual returns, identify and follow up any issues and provide assurance that the reports are satisfactory. Develop systems for forecasting and reporting the operational activities in the departmental accounts and be responsible for the ongoing execution of that system. Qualified chartered accountant with sound knowledge of the standards and practices involved in auditing statutory company accounts. Can present complex financial information clearly both verbally and in writing to support organisational decision-making. Collaborating and partnering – the post holder will need to work with internal and external contacts from a wide range of disciplines, including analysis and accountancy. Delivering value for money – ability to identify risks to accuracy of payments to the Department and to improve the efficiency and effectiveness of financial controls. Managing a quality service - delivering a high quality and efficient operational service. Delivering at pace – the role will require an individual who can get up to speed quickly and work independently in a new area.
Qualifications:Fully qualified accountant (ACCA, ACA, CIPFA or CIMA);
Key Tasks & Deliverables :Key Responsibilities will include: • Build understanding of the two accounting systems used to prepare the accounts and maintain high levels of integrity of that data; • Build understanding of the data tool used to capture financial information from Partner Organisations; • Engage effectively with the rest of finance, the core Department and external Partner Organisations within the Group; • Ensure that all the technical aspects of the accounts production process are consistent with HM Treasury guidance and specifically the requirements of the Financial Reporting Manual (FReM); • Provide technical accounting advice and guidance to a variety of stakeholders around the Department; • Maintain the Clear Line of Sight between Parliamentary Estimates, the accounting records and the Resource Accounts (Statement of Parliamentary Supply); • Where appropriate, liaise with HM Treasury colleagues on technical issues and cross Whitehall accountancy issues; • Provide Boundary and classification advice; • Prepare accounts and financial statements for BEIS minor bodies; • Collaborate with the wider finance community within BEIS to mitigate accounting risks, working to mitigate these risks so that the Departmental Accounts are free of material errors; • Engage with the external auditors, the National Audit Office (NAO), to ensure that the audit process runs smoothly; • Manage the delivery of the NAO interim and final audits to the agreed audit timetable ensuring that key milestones within it are met.
Experience Required:Significant experience of International Financial Reporting Standards; Strong technical accounting skills; Excellent Excel skills; Preparation or audit of Central Government / public sector set of accounts; Strong internal control and compliance skills; Knowledge or willingness to learn about operating with an Oracle based RM system in a shared service environment.

Please Note: The lower pay rate advertised in this job description is the highest daily PAYE pay rate that the client is willing to pay up to. The higher pay rate advertised in this job description is the highest daily Umbrella Company pay rate that the client is willing to pay up to.
