Harrow Council's Resources/Transformation & Technology Services team is looking for a Service Manager - Commercial and Finance to work within the Transformation & Technology Services team on a permanent contract. They will lead on commercial governance of technology service provider contracts: tracking obligations and ensuring they are met, managing the Contract Change process, ensuring contract governance processes are followed. The postholder will be responsible for the monitoring and governance of the ITO budgets averaging £10-15m pa.

The post holder will report to the Head of BTP & ICT.

The postholder will provide a comprehensive financial service and manage systems for:
* Processing service payments, ensuring service breaches and poor performance are reported and credited in line with the price performance mechanism(s) set out in the relevant contract for services.
* Processing and validating project milestone payments and other change payments.
* Recharging usage of ICT services to the business.

To be successful in this role you would need to have the below skills & experience:
* Must have a good understanding of the complex nature of local authority information technology and its implications on service delivery.
* Must have good understanding of financial management
* Must have good understanding of commercial management including: contract governance; contract writing, interpretation and application; interpretation of contract schedules and, managing contract changes.
* Experience of commercial management of a service provider for technology based services, preferably within local government.
* Experience of financial management, cost allocation and price evaluation in a local government context.
* Excellent written and communications skill
