The successful candidate will have the relevant skills and experience specified below for this 8 month temporary contract based in Outer London/Croydon. The successful candidate will have a valid Enhanced SC Clearance or be willing to have one sponsored by the client. Job Description:Manage the delegated budget. Ensure compliance with finance and procurement policies. Provide procurement advice, Manage finances, assets and payroll reconciliation. Identify and gain agreement for measures to deliver budget efficiencies through either cost-savings, re-allocation of financial resources or external sourcing of services. Ensure regular review of expenditure take place. Assist and support budget holders to scrutinise their own budgets. Production of monthly, quarterly and annual financial accounts, forecasts and budgets as required.

The Accounting Operations Unit was created in 2016, as part of the Finance Excellence Programme. The Financial Reporting Team within Accounting Operations prepares the departmental Annual Report and Accounts and manages the associated external audit. In addition, the team is responsible for providing accounting advice across the Department; accounting for non current assets; ensuring the accuracy of balance sheet information; forecasting the Department’s cash position and managing it within budgetary limits; producing Whole of Government returns and managing the associated external audit. The team also provides an accounts production service to the Disclosure and Barring Service.

Primary Purpose

Production of the Accounts and related disclosure notes for the Consolidated Home Office, Core Home Office and Agency disclosure notes, which form part of the Annual Report and Accounts.

Key Responsibilities

1)Accounts production model

·Maintenance of accounts production model, the operation of the model and the controls needed to ensure that accounts produced from it are robust and easily audited.

·Manage the Period 0 and Period 13 journals process ensuring that the Shared Service Centre are kept informed of the timetables for opening and closing these periods.

·Liaise with the National Audit Office, responding fully and efficiently to any queries.

2)Disclosure notes

·Maintenance of the core and consolidated disclosure packs, sending these out to the business areas each quarter, and updating where required.

·Review of the packs received from the business to ensure that these have been completed accurately; consolidate the packs into one.

·Production of the Core and Consolidated Home Office Disclosure Notes for inclusion within the Consolidated Home Office Accounts (this includes the Income Segmental Reporting Note, which requires separate returns to be sent out to the business).

·Production of the analysis of provisions movements required on a quarterly basis for the Audit Committee.

·Liaise with the National Audit Office, responding fully and efficiently to any queries.

3)Manage and develop self and team members to improve business performance and build staff potential.

4)Work flexibly across accounts production providing back-up resilience to the preparation of departmental accounts.

5)Team working – to make a positive contribution to the Financial Reporting Team and the Home Office, by becoming involved in Unit and Home Office initiatives.

The post holder may be required to undertake additional responsibilities as expected in relation to the role and grade.

Essential Criteria

CCAB qualifiedExperience of preparing the financial and regulatory accounts in a large department, with in-depth knowledge of public sector finance process and procedures.Proven experience of applying accounting principles to accounting issues Excellent spreadsheet skills.Good personal and influencing skill with a demonstrable ability to develop and influence working relationship at a senior level and to manage stakeholders within tight timescalesThe lower pay rate advertised in this job description is the highest daily PAYE pay rate that the client is willing to pay up to.
