HEAD OF ESTATE SERVICES - Essex Police and Kent Police

Up to £78k (including allowances) – depending on experience
This influential senior role is a great opportunity for a dynamic, proactive property professional to apply their strategic thinking and implementation skills to an extensive and diverse property portfolio across two large organisations. That property portfolio exists to facilitate the delivery of policing services to the public of Essex and Kent.
We need an exceptional individual to manage and lead the Estates Transformation Programme, the Estates function and to define and implement the property strategy and business plan. You’ll act as the main strategic adviser to Chief Officers and to the Police and Crime Commissioners of both forces and be expected to work closely with the Offices of the Essex and Kent Police and Crime Commissioners: directing projects which will range from new builds, upgrades and refurbishments to disposals and conversions. You’ll also direct the green environmental strategy and manage revenue and capital property budgets to maximise value. Key tasks will include leading the estates transformation programmes, determining SLAs, promoting best practice and defining standards as well as managing and motivating your team to deliver outstanding performance.
Set against a background of financial restraint and public sector austerity, you will need to demonstrate innovation, radical new thinking and an ability to work imaginatively with other agencies and partners.
The role calls for real dynamism an impressive track record at senior/executive level in valuation, estate management and property development supported by a degree or equivalent and a relevant professional qualification. A broad range of experience [ideally spanning both the public and private sectors] will have included dealing with commercial markets and managing contract specifications. Proven ability to drive change, develop estates strategies and deliver against key result areas will be essential. Your excellent interpersonal skills will also mean you can persuade, influence and motivate at all levels.
Candidates should be aware that whilst the position can be based at either Maidstone, Kent or Chelmsford, Essex the successful candidate will be required to travel and work from locations in both Kent and Essex; therefore the successful candidate must have their own transport.
