Project / Procurement Manager - City of London - Financial Services - £70,000 -£80,000 plus bonus and benefits.

The Company
A Procurement Project Manager with OJEU knowledge and experience is required by a financial services client, in the City of London. This is an 18 months FTC.

The Role
The Procurement Project Manager will work to support the business as a "hands-on" project delivery expert and champion for compliant Procurement; delivering, leading, advising and managing a single Strategic Sourcing end-to-end claims handling BPO Procurement within a regulated environment. With a customer centric approach, influencing and driving the appropriate procurement steps and products in conjunction with activity owners.

*You project manage all sourcing related aspects of the end to end claims handling service BPO procurement, understanding how and when to apply OJEU.
*You will work with the Project Sponsor, Business Owner and business analysts to ensure that a compliant procurement process is undertaken.
*You will ensure that robust project plans are created in alignment with the business' planning standards to enable budget and resource requirements to be derived and progress accurately monitored.
*You will ensure that projects follow correct governance thus enabling them to meet Stage Gate Criteria.
*You will prepare and maintain project progress reports, risks and issues logs etc.
*You will manage stakeholders effectively to ensure effective support, challenge and awareness is achieved.
*You will actively manage risks, issues and dependencies to mitigation/ resolution.
*You will prepare, maintain and monitor the project budget.
*You will carry out budget/actual cost and resource analysis
*You will develop and maintain seamless ways of working across the business, establishing particularly effective relationships with Legal.
*You will demonstrate accountability, challenge and collaboration

Experience required
*Demonstrable success as a procurement project manager in the end to end "hands-on" facilitation of the full procurement cycle from co-ordination in development of ITT suite (specification of requirements, evaluation methodology, draft commercial/legal agreement and instructions to tender) to management of sourcing through to partner appointment and service transition.
*Experience of managing the procurement of systems/services, working within appropriate procurement governance.
*Experience of working in a fast-paced environment and managing combination of business and technical project resources.
*Team player, able to work with in-house staff, contractors, senior management and delivery partners.
*MCIPS qualified or relevant equivalent supply-chain experience/ qualification
*Project Management qualification, e.g. PRINCE2, APM or similar.
*Comprehensive knowledge and experience of creating and maintaining plans in MS Project.
*Excellent knowledge of EU Procurement Regulations and Public Contract Frameworks
*Category product expertise in claims handling in either Public and/ or Private Sector; an advantage
*Sound understanding of good practice across full procurement cycle in both theory and practice.
*Knowledge of how to pass on procurement know-how to teams from a non-procurement background.
*Recognise and understand the role of e-sourcing tools in supporting an efficient approach to managing the sourcing process with experience using the Bravo e-procurement tool.
*Strong relationship management skills to communicate across various stakeholders within the business.
