An exceptional opportunity has arisen for an experienced Highways Development Control / Management Engineer to join a busy local authority in the South Midlands on a long-term contract basis.

As the successful candidate, you will work as part of team of 4 in Development Control and Transport Policy to provide advice on Highways Planning Applications, Highways Issues and the Planning Act.

Role purpose:

To implement and deliver the statutory duties and responsibilities of the Council in its role as Highway Authority in the development control process with particular emphasis on negotiating and processing highway agreements under the Highways and Planning Acts and overseeing their implementation, and reviewing and preparing Transport Statements and Travel Plans. Supervision of less senior highways control and engineering services staff as appropriate.

Main accountabilities:

·To ensure the statutory responsibilities of the Council are performed in a co-ordinated and customer-focussed way that reflects the Council's corporate objectives and achieves published policies, programmes, objectives and performance targets.
·Effective liaison and close working with the Development Management group as a whole, to ensure new developments will achieve high standards of safety and amenity.
·Ensure close working between colleagues in the Highways & Transport group to ensure consistent advice and application of best practice across all teams.
·Produce professional and technically robust reports and recommendations in relation to formal development proposals and attend Council Committee and other public meetings as required.
·Be a lead professional highways officer in high profile and sensitive cases as directed by the Team Leader
·Prepare and present professional evidence public inquiries, informal hearings and appeals dealt with by written representation into development proposals. Attendance as a witness at Public Inquiries and Informal Hearings will also be required.
·Actively participate with the Team Leader / Head of Service to address corporate and community issues and identify imaginative solutions.
·Provide support and assistance as required in relation to the development of policies and procedures to the Team Leader / Head of Service in respect of those functions for which the post holder is directly responsible.
·Maintain a current awareness and up to date knowledge on all aspects of policy development and application at national, regional and district level and contribute to the development of Borough Polices relevant to functions for which the post holder is responsible.
·Maintain an awareness of development proposals in the Borough, particularly in respect of highway and transport policy issues. Provide professional advice on these matters as appropriate to Councillors, other departmental colleagues, District and Parish Councils and members of the public.
·Use judgement to highlight sensitive areas of potential conflict, with developers or other bodies, to the Team Leader/ Head of Service so that they are fully briefed before the difficulties are escalated.
·Be pro-active in seeking out and promoting new initiatives/policies/work programmes and systems which raise the quality and performance and value for money of the service and customer satisfaction.

Decision making:

·To check and comment on Planning Applications from an HDC viewpoint to ensure compliance with local and national standards.
·To agree section 106 financial contributions from developers to BBC and agree the preliminary section 38 and 278 designs.
·Prioritise and programme own workloads
·Act as a project leader as required for multi-disciplinary teams, agree work programmes, monitor project progress and costs.
·Make judgements regarding best course of action to solve problems.
·Settle disputes with contractors and developers.
·Use professional judgement to interpret Legislation and Technical Standards
