The successful candidate will have the relevant skills and experience specified below for this short term temporary contract (3 months) based in Bedford. This assignment sits inside of IR35.
Job Description:Responsible for the implementation of the marketing plan, including the development of action plans. Create consistency amongst materials and communications. Cover internal and external communications in both physical and digital environments. Develop and implement on line and e-marketing initiatives. Be cognisant of the programme to align the communication of business support. Working with the department to promote products and services. Planning targeted marketing campaigns, producing marketing collateral, and maximising web presence.
Qualifications:Qualifications in PR, marketing or Communications - preferable
Key Tasks & Deliverables:To coordinate and deliver a dedicated professional 'best practice' communications and engagement service to project teams involved with the delivery of the regional capital investment programme in the East regions. • Act as internal adviser to staff in the region and partners in the supply chain on handling communication and engagement activities and issues within a programme delivery environment. • Support the senior communications manager with the development and delivery of a regional communications strategy, designed to support the delivery of capital projects in the region, while managing our corporation reputation. • Ensure 100% compliance with statutory/best practice planning requirements. Oversee the delivery of project communications plans that capture all scheme milestones and support requirements. This includes the provision of templates, checklists and guidance, as well as assurance, editing and proof reading. • Identify project communications risks and hotspots, supporting the project teams to design mitigations, or escalate issues. • Ensure regional stakeholder planning and tracking tools are kept to-up-date and maintained on a weekly basis. • Ensure key stakeholders are identified and regular formal engagement is maintained by project teams. Work with subject matter experts and ensuring all statutory communications requirements are met. • Coordinating the delivery of project related communications activity across offline and online channels and the specialist teams.. • Identify and monitor spending on communications activities by project teams. • Maintain a robust stakeholder database to support delivery of effective communications and engagement for schemes. • Support, set up and co-ordinate and regional events (and any other required) with input from specialists teams to ensure successful delivery. • Reporting to the DFT, senior management and contributing to the Chief Exec report on proposed timings for communications, activities and evaluation. There will be a requirement for national travel to attend meetings, forums, consultation events etc
Experience Required:• Proven track record of working in a complex environment • Proven track record of managing communications in a programme delivery environment, preferably in large scale infrastructure delivery and/or the development sector. • Experience in public consultation and managing feedback. • Evidence of effective stakeholder relationship management, influencing & negotiation skills, and be able to demonstrate effective people management skills • Evidence of working successfully with senior leaders from within internal and external stakeholder organisations • Ability to understand the context and implications of technical plans and scheme delivery activities to a sufficient level to enable effective decisions to be taken.

• Some travel required within East Anglia region, travel to Manchester/Birmingham required
