Ofcom is the independent regulator and competition authority for the UK communications sectors. We regulate TV and radio, fixed line and mobile telecoms, postal services and the radio spectrum.

About the Job

The Spectrum Enforcement Team conduct market surveillance, investigations and enforcement activities particularly in relation to non-compliant radio and electrical products, illegal broadcast stations (pirate radio) and other conduct contrary to provisions contained in the Wireless Telegraphy Act (WTA) 2006.

Our aim is to satisfy the needs of consumers and citizens by carrying out our statutory duties and functions to protect and manage the radio spectrum. We carry out investigations and conduct enforcement action targeted at reducing interference caused by harmful products and unlicensed transmissions.

You will be a member of a small team of enforcement officers based at our Birmingham Office. You will be responsible for ensuring that all relevant elements of UK statutes relating to the conduct of criminal investigations and Ofcom policy are upheld. You will also provide advice to stakeholders and colleagues.

What you will be doing

- Take a lead role in conducting criminal investigations, analysing intelligence, gathering evidence, and compiling prosecution files;
- Execute search warrants, entering premises, by force where required;
- Act as a point of reference for Ofcom colleagues, providing advice and guidance on all aspects of criminal investigation and enforcement;
- Make effective use of intelligence and information including open source intelligence (internet); covert surveillance; CCTV, forensic tools and keep up to date with emerging technology;
- Maintain accurate and timely records of case work in accordance with Ofcom processes;
- Prioritise workload and deliver key milestones and completion of projects and investigations;
- Liaise with other enforcement authorities and key stakeholders;
- Comply with all relevant Ofcom policy and procedures and behavioural competencies;
- Ensuring health and safety policy and procedures are adhered;
- Complete any other ad-hoc requests that are in line with your skill and capabilities.

Essential Skills / Experience

- An extremely talented communicator with experience of expressing and presenting ideas and views clearly, confidently and concisely both verbally and in writing;
- Experience in the UK criminal justice system including the conduct of investigations;
- Ability to establish and maintain professional and effective relationships;
- Able to create compelling presentation materials and to deliver these at a senior organisational levels, both internal and external;
- Able to demonstrate first-class capability as a written communicator, able to express themselves with clarity and ease to a wide audience at different levels;
- An ability to represent the interests of Ofcom with confidence and authority;
- Knowledge and understanding of the UK Criminal Justice System;
- Competent user of Microsoft Office and similar business ICT applications;
- A thorough knowledge of relevant legislation and guidance including PACE, CPIA, RIPA and others as appropriate;
- The ability to;
- Gather and retain evidence, interview suspects and witnesses;
- Obtain and present physical and documentary evidence to support investigations;
- Present evidence in criminal court proceedings;
- Apply analytical decision making, problem solving, oral and written communication skills
- Strong influencing with written and oral communication skills.
- Full driving licence
- Appreciation of and desire to promote Ofcom's values of excellence, agility, empowerment and collaboration

Desirable Skills / Experience

- Knowledge of the Internet and internet based business environment;
- Knowledge of relevant legislation including the, Wireless Telegraphy Act 2006 and demonstrate its application in a practical manner;
- Knowledge and experience in radio communication technology.


The successful applicant will have the type of experience typically from working as an experienced criminal investigator with in depth knowledge and experience in that field. Knowledge and experience in radio communication technology is desirable but not essential. The proven ability to express ideas and views clearly, confidently and concisely verbally and in writing along with the ability to work independently with minimal supervision in most situations is also key.
