As the lead professional manager for the locality/service area, the post holder has overall responsibility for the delivery and performance of all of the direct care services within the locality or specialist service.

A locality or specialist service represents a discrete business unit within the Trust. The locality or specialist service consists of a specified range of service lines. The locality or specialist service will be managed as an autonomous business unit defined by a range of factors including geography, population, commissioning structures and local partnerships and integration, nature of services, infrastructure (estates, ICT). Corporate services (HR, finance) support localities/specialist services through a business partner or internal customer
relationship model

The post holder will:

Deputise for the Associate Director of Operations as required

Participate in the manager on call systems for the Trust

Commission complex investigations on behalf of the Trust, to act as an investigating officer in complex investigations

Responsible for the strategic development and implementation process for the locality / service - ensuring that the strategy is developed in line with the Trust's annual planning cycle and that it meets local needs.

Develop a locality / service culture that is open and empowers innovation and creativity and learning at service level.

Represent the locality / service with local stakeholders on issues relating to strategic direction and planning.

Ensure staff engagement, awareness and ownership of the locality / service strategy
Progress the development and implementation of business cases and capital programmes for locality / service to ensure that the locality / service infrastructure meets the needs of its services

Work closely with programme managers and corporate services to ensure that all
developments deliver expected benefits on time

Working with the Trust's commercial directorate to contribute to tenders that relate to the locality /service Lead on the development of the locality / service management systems in order to ensure that all service lines and pathways work effectively within and between localities / services

Apply within the locality / service the Trust's organisational development programmes aimed at developing the culture of the Trust, improving staff engagement and wellbeing, maintaining good employee relations, promoting creativity and innovation and developing customer awareness and focus

Actively promote strong clinician and manager leadership and staff engagement at all levels within locality / service

Actively develop and maintain effective working relationships with customers including General Practitioners and local commissioning groups

Plan and develop the workforce for the locality / service, ensuring that the locality has sufficient skilled staff.

Ensure that service user and carers influence the locality / service development
Lead complex service change within the locality / service including changes to workforce design

Communicate complex services changes including changes to workforce design
Actively promote innovation in all aspects of service development, delivery and management.

Support the Associate Director to progress specified trust wide developments that cross localities and specialist services by coordinating specified service development projects and cost improvement programmes
