The successful candidate will have the relevant skills and experience specified below for this 6 month temporary contract based in Swansea. Please Note: This assignment sits outside of IR35.
Job Description:• In charge if a multi-disciplinary team of Agile: Developers, Designers, and Analysts.
• Leading the collaborative, dynamic planning process; prioritising the work that needs to be done against the capacity and capability of the team.
• Managing linkages between teams, ensuring good lines of communication, and effective reporting in an agile environment.
• Have the ability to: work closely with the Product Owner to define the roadmap for any given product and translate this into user stories; matrix-manage a multi-disciplinary team; ensure the products are built to an appropriate level of quality; demonstrate the ability to keep the long-term solution in focus and plan for risk; understand and manage financial forecasts and actuals in an agile environment; Proactively remove blockers to ensure that work is delivered.
• Experience of: delivering projects and products using the appropriate Agile Project Management methodology, learning and iterating frequently is a necessity; working in a multi-team portfolio delivery structure; and working with secure systems is essential.
First level Scrum master Certification. Desirable: Agile Project Management qualification Second Level Scrum Master Certification
Key Tasks & Deliverables:Coaching the Development Team • Coaching the team and DVSA’s Scrum Master with Scrum adoption. • Coaching technical specialists towards agile working practices that may assist with the delivery. • Teaching the team to self-organise. • Championing visibility of development team progress and the importance of this for an empirical delivery environment. Working with the Delivery Lead to establish Agile practices • Awareness of Scrum anti-patterns and common pitfalls. • Awareness of Lean working and metrics to enable analysis of Development Team throughput and improvement. • Lead a delivery methodology that allows for experimentation and adaptation. Working with the wider organisation • Able to challenge colleagues and stakeholders to ensure that the purpose of the Scrum Team is understood. • Can coach the wider organisation to assist with Scrum adoption. • Will work beyond the team and reach out into the Department and Government Digital Services to ensure common terminology and practices are observed. • Execute management responsibilities effectively and in line with DVSA policies and processes. • Working with, leading and acting as a role model for team members and colleagues in line with Civil Service values. • Determine and plan their team requirements, including allocating resources and prioritising activities, over the short to medium term by fully understanding the business environment in which the team operates, the overall team objectives, ensuring their team fully understands and works to these requirements. Leadership • Providing leadership to a cross-discipline technical team • Understanding of the principles of servant leadership and their importance to Scrum. • Can facilitate the work of the Development Team, motivating, enabling and empowering without assigning or dictating the work. • Demonstrate leadership by providing guidance to staff to support the delivery of objectives. • Manage and engage with honesty and integrity, and upholding the reputation of the Agency, Department and Civil Service. • Work in collaboration with other managers across all functions for the good of DVSA and to create a high performing and well respected Agency. Relationships • Will maintain strong relationship with appropriate Service Owner(s) • Will maintain strong relationship with Product Owner(s) • Can use wider network of contacts to gain understanding of cross-cutting issues and assist with Agile approaches and working styles • Working with G7 Delivery Lead • Will grow network of contacts across the organisation as required to assist Scrum adoption • Develop relationship with GDS. • Works with, advises and guides Architects, Developers, Testers, UX, Security Engineers, WebOps, Business Analysts and Product Owners.
Experience Required:• Experience as Scrum Master with software development team diligently using Scrum principles, practices and theory. • Experience with Digital projects and products. • Experience of coaching technical staff and appreciation of coaching methods. • Proven experience balancing multiple priorities and dealing with ambiguity. • Understanding of the digital landscape. • Experience in matrix-managing multi-disciplinary teams. • Ability to make effective decisions within fast-moving Agile delivery environment. • Ability to simply and clearly communicate technical design in conversation, documentation and presentations. • Open attitude to sharing information and knowledge. • Ability to prioritise own time and activities with minimal guidance.
Additional Information:The Delivery Manager/ Scrum Master is responsible for ensuring that Scrum is understood and enacted by ensuring that the Mobile Compliance Project Delivery Team adhere to Scrum theory, practices and rules. The Scrum Master helps those outside the Scrum Team understand how to interact with the team in order to maximize the value delivered by the team. The Scrum Master works closely with the Product Owner(s) in order to maximize the value that the Scrum Team deliver. This will involve techniques for effective Product Backlog prioritisation and understanding product planning in an empirical environment. The Scrum Master acts as a coach to the multi-disciplinary Development Team and to the DVSA’s own Scrum Master (development opportunity), by helping them to understand the principles of self-organisation and become a self-organising team
