The salary range will be approximately 30,000 to 45,000 GBP plus a competitive benefits package and non-contributory pension. Market Oversight is responsible for overseeing primary and secondary market activity through its role under the listing, market abuse and short-selling regimes. Market Oversight aims to discharge these responsibilities in a way which is proportionate, risk-focused and forward-looking, through education of the market, and using a range of tools and techniques. Our work protects consumers and delivers market integrity by ensuring high standards of market practice and appropriate disclosure so our markets will function well. The Listing Transactions and Primary Market Oversight Departments sit within the Market Oversight Directorate at the Financial Conduct Authority. Together they discharge the FCA's UK Listing Authority (UKLA) functions. These functions provide regulatory oversight of the UK's primary capital markets, and have a regulated community which includes issuers of publicly traded securities, sponsors and Primary Information Providers. The two departments are responsible for ensuring that this community complies with regulatory obligations contained in the FCA's Listing Rules, and discharges the FCA's responsibilities as the competent authority under the Prospectus Directive, the Transparency Directive and parts of the Market Abuse Regulation. Our work is market-facing, time-critical, often high profile, and places the FCA at the centre of the UK's securities markets. What does this job involve? We have an opportunity in our dedicated Business Systems team for an associate to provide business systems support to the Listing Transactions and Primary Markets Oversight Departments. Reporting into a manager and working alongside a colleague, your responsibilities will include: Undertaking change management responsibilities, including considering system needs and helping prioritise system development. Representing these needs across the FCA. Managing relationships on systems issues with other departments, including the FCA's Business & Technology Solutions department. Managing relationships with outsourced providers. Feeding into and supporting projects, including acting as a product owner, business and/or systems subject-matter expert. Assisting in the resolution and monitoring of system incidents and solutions. Helping administer systems. Educating colleagues in information system processes and governance. Helping maintain departmental processes. What will I get from the role? Experience working with technology and systems in a regulatory environment, or in the Financial Services industry, or in a similar regulated business environment. Experience of considering information systems needs and requirements. An excellent problem solver, with an awareness of knowing when to act on any key issues that require escalation/support. A self-starter with experience of taking the initiative to identify and take forward work and potential improvements. Experience of business process design. Excellent written and oral communication skills. Experience of working in Agile project environments. Desirable Salesforce experience. ITIL qualified. Knowledge of primary markets regulation.
