Reporting to the Head of Compliance, the main role of the Compliance Monitoring Manager is to work as part of the second line of defence within the Bank’s risk governance framework. This will involve taking ownership of and undertaking an annual risk assessment to drive the Bank’s rolling risk based Compliance Monitoring Plan, conducting compliance monitoring testing reviews and where appropriate conducting on site visits.

The role-

  • Own and undertake the annual Compliance Risk Assessment used to inform and drive the rolling Compliance Monitoring Plan, ensuring appropriate consideration of SYSC 8 outsourcing rules and requirements
  • Own and undertake a quarterly refresh of the rolling Compliance Monitoring Plan are completed on schedule, to the required compliance standards and appropriate audit records to a re-performable standard are maintained
  • Own and manage the relationship with outsourced Internal Audit
  • Conduct off site visits to complete testing and other tasks, liaise with all outsource functions, Divisions and outsourced providers / partners (as appropriate) on remedial actions needed and ensure re-testing is completed on an agreed schedule and to robust standards
  • Be responsible for and ensure all compliance monitoring is tracked and monthly reports are provided, including a commentary on progress, for inclusion in the regular Compliance reports to the Board, the ARC and EXCO
  • Ensure that all compliance matters handles conform to the Bank’s policies
  • Build, enhance and maintain relationships with key stakeholders and Divisional Heads within the Bank

Key Requirements-

  • Solid Compliance Monitoring experience
  • An understanding of compliance issues
  • The ability to communicate clearly both verbally and in writing with all staff in the Bank as well as external stakeholders
  • Attention to detail and strong analytical skills
  • Ability to work individually and as part of a team
  • Experience of working in a PRA/FCA regulated environment, for example, SYSC 8, CONC, complaint handling, T&C
  • Experience of writing policies and procedure manuals
  • Experience of owning and delivering a rolling compliance monitoring plan
  • Ideally five years plus compliance monitoring experience
