The Role:

  • The senior applications engineer will be the technical lead for the web and self-service development team.
  • This team are pivotal to enabling 24/7 web access to the Council’s services.
  • Using a tool set including Java, MySQL, JIRA, JSON, HTML, and CSS a large number of these are available online.
  • The senior applications engineer will set the technical direction of the team and all future web developments.
  • The team us Agile development techniques and the senior applications engineer will take on the key roles of the Scrum Master (training to be provided if required).
Key Requirements:

  • Candidates must have a Degree level qualification or substantial experience in leading a technical team of web designers/developers and analysts as well as proven record of achieving project implementations within agreed timescale and budget.
  • Proven experience developing web applications, business systems, and processes to maximise return on investment.
  • Implementing and delivering change within a complex organisation.
Skills & Experience:
  • Knowledge of development languages, database systems, and development tools in use within South Worcestershire ICT.
  • Good financial acumen, excellent analytical and research skills – ability to weigh up the positives and negatives of differing solutions to a specific problem
  • Strong working knowledge and experience of ICT change life-cycle, business process analysis, modelling and re-engineering.
  • Requirements of National Digital by Default Strategy and place shaping agenda. Detailed understanding ICT security concepts, practices and standards and in particular the PSN Code of Conduct.
  • Excellent stakeholder management skills combined with strong influencing and negotiation skills. Good presentation, written and verbal communication skills – post will be required to communicate complete technical issues at all levels both internally and externally in a non-technical way.
  • Enthusiastic, committed and able to persuade, influence or impress others to follow a course of action.

About Us:

Wychavon is located in the West Midlands region. The district covers 664km2 of the south and eastern part of the county of Worcestershire and is the largest of the six Worcestershire districts.

With a population of 116,900, the area is made up of the three towns of Droitwich Spa, Evesham and Pershore, and nearly 100 villages and hamlets.

Our headquarters are at the Civic Centre in Pershore, where most of our 235 staff are based. We also have Community Contact Centres in Droitwich, where residents can access district and Worcestershire County Council services, and at Evesham, where this is further enhanced with Job Centre Plus and Police services under one roof.

The Council now provides a number of shared services across local councils including Malvern Hills District Council and Worcester City Council. The ICT shared service provides ICT development and support to these three South Worcestershire Councils.
